AMENDING SOCIAL SECURITY ADMINISTRA- 4 TIONBUDGETARYMATTERS. 5 (a) Annual Bitd(JET.—Section 704(b)(1)(A) ofthe 6 Social SecurityAct (42 U.S.C. 904(b)(1)(A)) isamended 7 toreadasfollows: 2 1 "(b)(1)(A) TlieCommissionershallpre])areandsnb- 2 mit an amiual budjietestimatefortheAdministrationdi- 3 rectlytothePresidentandCong:i-ess.". — 4 (b) Contents of Buixjet. Section 8 704(b)(1)oftheSocialSecurityAct(42U.S.C.904(b)(1)) 9 is amended byaddingat the end the follo^^^ng• new sub- 10 paragTai)h: 11 "(C) The Commissioner may not close or othenvise 12 limit public access to a field office oftheAdministration 13 until 180 daysafterthedateonwhichthe Commissioner 14 submits to the Conunittee on Ways and Means of the 15 HouseofRepresentatives and the Conunitteeon Finance 16 oftheSenateadetailedrei)ortoutliningandjustifsingthe 17 processforselectingfield officestobeclosedorothen\ise 18 havelimitedaccess.Suchrei)()rtshallinclude 19 "(i) ananalysisofthecriteriausedforselecting 20 fieldofficesforclosureorlimitedaccessandhowthe 21 Commissioner analyzes and considers factors relat- 22 ing to transportation and communication burdens 23 facedbyseniorsandthedisabled; 24 "(ii) a cost-benefit analysis foreach field office 25 closurethattakesintoaccount •HR5110IH CBSLIBRftRV 4 3 flDTS ODDLDLSD 7 1 1 "(I) the antieiijated sa^^ng•s as a result of 2 theclosure; 3 "(II) the anticipated burdens, including 4 communication and transiwrtation burdens, 5 placedonelderlyanddisabledcitizens;and 6 "(III) theanticipatedcostsassociatedwith 7 re]ilacingtheserviceslostbytheclosure.". — 8 (d) CoMPKEiiExNsiVE WoRK FoRCE Pi^\N. Section 9 704(b)(2)(A) of the Social Security Act (42 U.S.C. 10 904(b)(2)(A)) is amended by adding- at the end the fol- 11 lowing: "Not later than 90 days before a revision ofthe 12 comprehensive woi'k force i)lan, the Commissioner shall 13 sul)mit the document setting forth the re\'ision to the 14 Committee on Ways and Means of the House of Re])- 15 resentatives and the Connnittee on P^inance of the Sen- 16 ate.".
