Mrs. Mink of Hawaii (for herself and Mr. Abercrombie) introduced the fol-
lowing bill; which was referred to the Committee on Ways and Means,
and in addition to the Committee on Commerce, for a period to be subse-
quently determined by the Speaker, in each case for consideration of such
provisions as fall within the jurisdiction of the committee concerned

To amend the Social Security Act to further extend health
care coverage under the Medicare Program.
1 Be it enacted by the Senate and House ofRepresenta-
2 tives ofthe United States ofAmerica in Congress assembled,
3 SECTION EXTENSION OF HEALTH CARE COVERAGE

4 UNDER THE MEDICARE PROGRAM.

5 (a) In General. Title II of the Social Security Act
6 (42 U.S.C. 301) is amended by inserting after section
7 226A the following new section:

"special provisions relating to coverage under

2 THE medicare PROGRAM FOR QUALIFIED WORLD
3 WAR II FILIPINO VETERANS
4 "Sec. 226B. (a) Notwithstanding any provision to
5 the contrary in section 226, section 226A, or title XVIII,
6 every individual who is a quahfied World War II Filipino

7 veteran shaU be entitled to benefits under part and eUgi-
B
8 ble to enroll under part of title XVIII, subject to the
9 deductible, premium, and coinsurance provisions of that
10 title.
11 "(b) Entitlement of a quahfied World War II Fihpino

12 veteran to benefits under part and ehgibihty to enroU
B
13 under part of title XVIII by reason of this section be-
14 gins with the first month after September 1999 for which
15 such veteran meets the conditions specified in subsection
16 (c).
17 "(c) For purposes of this section, the term 'qualified
18 World War II Filipino veteran' means an individual who
19 "(1) performed the service described in sub-
20 sections (a) and (b), respectively, of section 107 of
21 title 38, United States Code;
22 "(2) was discharged or released fi:-om such serv-
23 ice under conditions other than dishonorable;
24 "(3) has attained the age of 65; and

1 "(4) is a citizen of the United States or an
2 alien lawfully admitted for permanent residence in
3 the United States.".

4 (b) Conforming Amendment. Section 1811 of
5 such Act (42 U.S.C. 1395c) is amended—
6 (1) by striking "and 226A" and inserting
7 226A, and 226B";
8 (2) by striking "and (3)" and inserting "(3)";
9 and
10 (3) by inserting before the period the following:
11 and (4) certain individuals who do not meet the
12 conditions specified in clause (1), (2), or (3) but who
13 are quaUfied World War IT Fihpino veterans".

14 Effective Date. The amendments made by
(c)
15 this section shaU apply to benefits for months beginning
16 after September 1999.
