2017 iGovPhil Program ANNUAL REPORT About iGovPhil The Integrated Government Philippines (iGovPhil) Program is an essential element in the implementation of the E-Government Master Plan, which aims to improve processes in government to provide better services and promote public participation. It is being implemented by the DICT in partnership with the Advanced Science and Technology Institute of the Department of Science and Technology (DOST-ASTI). The program was launched in 2012 to develop infrastructure, software, and applications needed for the establishment of an e-government. The infrastructure includes the creation of data centers and layout of fiber optic networks to interconnect government offices and provide high-speed communication and sharing of tasks and data. Software includes online tools, services, and applications for use by government agencies and citizens. 2 DOST - Advanced Science and Technology Institute 2017 iGovPhil Program ANNUAL REPORT Executive Summary The year 2017 has been a fruitful one for the newly formed Department of Information and Communications Technology (DICT) with its three flagship projects – the National Broadband Plan, Free WiFi in Public Places, and National Government Portal – launched simultaneously in the middle of the year. The three projects were part or an offshoot of the ongoing efforts to integrate the government’s ICT initiatives under the Integrated Government Philippines (iGovPhil) program. The iGovPhil program operates under the banner: One Government: Integrated, Interconnected, Interoperable, and is complementary to the overall goal of establishing an e-government – or the use of information and communications technology in governance – for the Philippines. The iGovPhil’s major accomplishments in 2017 include the launching of the National Government Portal (NGP); the expansion of its infrastructure projects, i.e., National Government Data Center (NGDC), Government Network and Government Cloud; and the agreement with Facebook for the layout of a direct international cable link for faster, wider, and cheaper internet in the country. Also noteworthy is the development of applications for government agencies, like the “Deduping” [de-duplication] and Matching Application (DMA) and the Onboarding and Registry (O&R) application under the Government Common Platform. The NGP, which is being introduced to the public as gov.ph for easy recall, is envisioned to be a one-stop shop of government online data, information, and services. A beta version of gov.ph is currently up and hosting 157 online services ranging from license applications to transaction appointments, registration, applications for permits, among others. It also features 522 open datasets, a government directory, customizable dashboard, newsfeed, policy documents, and other functions. On infrastructure, the rehabilitation of the main data center in Quezon City continued and construction of a third data center in Subic is expected to start with the awarding of the project to private contractor, NetPacific Inc. Several Government Network (GovNet) projects in the different regions were completed, with last-mile connectivity installed for 303 agencies in Baguio, Tuguegarao, Pampanga, Legazpi, Department of Information and Communications Technology 3 2017 iGovPhil Program ANNUAL REPORT Executive Summary Iloilo, Palo-Leyte, and Butuan. Consultations have also begun this year with some of the 665 agencies targeted for accommodation in eight provinces – La Union, Batangas, Cebu (Phase II), Zamboanga, Cagayan de Oro, Davao, Cotabato, and Marawi – for the second phase of the regional GovNet project. The Government Cloud (GovCloud) service of iGovPhil was re-launched on 28 March 2017 as a complete cloud solution that can host more than a thousand virtual machines. The service will also provide the cloud environment for the gov.ph. In November this year, the government, through the DICT and the Bases Conversion and Development Authority (BCDA), entered into an agreement with Facebook for the setting up of a high speed internet infrastructure. Called the Luzon Bypass infrastructure, the project consists of a submarine cable system that will land on the east and west coasts of Luzon, and a 240-km cable network connecting the two landing stations. The cable will connect Luzon to internet hubs in the United States and Asia. In exchange for using the bypass infrastructure, Facebook will provide the Philippines with a Luzon Bypass Infrastructure bandwidth of at least two million megabits per second (mbps) or two terabits per second (tbps). On the platform service, iGovPhil has been developing tools to help government agencies collaborate, share data and resources, and simplify their operations. This year, iGovPhil, through the DICT, signed an agreement with the Professional Regulation Commission (PRC) for the use of DMA. The DMA cleans records in a database by identifying duplicate files or data, and merging and matching them with related records from multiple databases. Having a clean database ensures that the government has access to reliable data. Reliable data helps in decision-making and expediting processes. Another application developed for the Government Common Platform (GCP) is the Onboarding and Registry, which facilitates sharing between agencies while ensuring integrity of the data and information. It is now being used by agencies currently onboard the platform. Other GCP tools being developed or tested are: the Business Intelligence and Analytics, which allows agencies to quickly analyze data and generate reports to improve decision-making capabilities; Business Process Management, which automates processes and create workflows; and the Geographical Information Systems (GIS), which provides data visualization through a location-based data. 4 DOST - Advanced Science and Technology Institute 2017 iGovPhil Program ANNUAL REPORT Infrastructure National Government Data Center The National Government Data Center (NGDC) has maintained its operation and support in providing unified servers and storage facilities for several government agencies. Undertakings that were commenced in 2016, such as the development of data center facility in Subic and the rehabilitation of data center in Quezon City, were sustained this year. Moreover, preliminary steps were taken to execute the plan to expand the operations of the NGDC outside of Metro Manila, including, among others, the procurement of lease of space for the NGDC 4 to be set up in Cebu. Negotiations for the collocation agreement for the same project have also started. Department of Information and Communications Technology 7 2017 iGovPhil Program ANNUAL REPORT Infrastructure Government Network The Government Network (GovNet) was developed in 2012 to address the need for sufficient bandwidth to achieve interconnectivity and interoperability among government agencies. The layout of fiber optic cable (FOC) infrastructure continues to serve as the groundwork and launching platform for other services of iGovPhil, such as cloud computing and collocation. National Capital Region / Metro Cebu The 160 government agencies in Metro Manila and 12 others in Metro Cebu, which have been linked to the GovNet since 2016, continued to receive fast and reliable connection at a low cost. Continuous operation, maintenance, and technical support are extended to connected agencies. In June 2017, the DICT rolled out its EDSA WiFi project, providing internet connectivity throughout the 24-kilometer stretch of Epifanio de los Santos Avenue. This was made possible by laying out FOCs in 13 stations of the Metro Rail Transit (MRT) Line 3. These FOCs were linked to GovNet- enabled agencies along Taft Avenue in Pasay City to North Avenue in Quezon City. Accomplishments: • Inspected 14 additional agencies in Metro Manila for possible GovNet connection • Surveyed and fixed fiber-cuts and resolved network downtime incidents to some connected agencies • FOCs were laid out in 13 stations of MRT Line 3, 20 stations of Light Rail Transit (LRT) Line 1, and 11 stations of LRT Line 2 Regional GovNet Phase I This year saw several completions of targets under the Regional GovNet, including the installation of last-mile connectivity to 303 agencies in Baguio, Tuguegarao, Pampanga, Legazpi, Iloilo, Palo-Leyte, and Butuan, with 14 more agencies ready for connection in 2018. 8 DOST - Advanced Science and Technology Institute 2017 iGovPhil Program ANNUAL REPORT Infrastructure Active equipment for the seven regions were deployed and IP Transports have been delivered to the connected agencies, which provide international capacity and making them fully operational this year. Subsequent to the Testing and Acceptance of FOC network, several closure meetings and launching events were also conducted. The Phase II project was designed to accommodate about 665 agencies in eight regional centers, namely, La Union, Batangas, Cebu (Phase II), Zamboanga, Cagayan de Oro, Davao, Cotabato, and Marawi. The implementing team has initiated consultations with prospective agency clients. Procurement for the design and commissioning of the FOC network in said provinces kicked off during the second half of 2017. The following are the accomplishments so far: • Four out of eight projects (for Marawi, Cotabato, Zamboanga, and La Union) have been awarded to winning bidders in December 2017. • Fund for the procurement of Regional GovNet Cebu has been transferred to PS-DBM as of November 2017 • Fund allocated for Regional GovNet Davao, CDO, and Batangas has been transferred to PITC, which will facilitate the procurement requirements for said regions. Department of Information and Communications Technology 9 2017 iGovPhil Program ANNUAL REPORT Infrastructure SECURE GovNet The Strategic Engagement and Collaboration to Undertake a Reliable and Efficient Government Internet (SECURE GovNet) project of iGovPhil is now part of the National Broadband Plan (NBP), which aims to build a broadband network for the country. The plan involves accelerating the deployment of fiber optic cables and wireless technologies to improve internet speed. The SECURE GovNet will build the Luzon bypass infrastructure consisting of two cable landing stations connected by a 240-km cable network with four repeater stations. During the last quarter of 2017, the DICT and the Bases Conversion and Development Authority (BCDA) signed an agreement with Facebook to put up a high-speed internet infrastructure. The “ultra-high speed information highway” is expected to be online at the end of 2019. The BCDA will build the inland infrastructure, a terrestrial bypass route for international submarine cable owners seeking to avoid crossing the earthquake-prone Luzon Strait. Facebook will construct and operate a submarine cable system that will land in the cable stations on the east and west coasts of Luzon. DICT, for its part, will operate the Luzon bypass infrastructure, maintain all related facilities, and provide last-mile connectivity in the Philippines. For 2017, the following activities in preparation to the Luzon bypass infrastructure were completed: • Signing of Landing Party Agreement with BCDA and Facebook • Operationalization of the Memorandum of Agreements (MOAs) with Department of Public Works and Highways (DPWH) and Department of the Interior and Local Government (DILG) • Land acquisition of the five parcels of land for cable landing station in Baler and four repeater stations in Nueva Ecija, Pangasinan, and La Union • Securing of 83% (168 out of 203) of the needed permits from Department of Environment and Natural Resources (DENR) and 22 Local Government Units • Signing of 27 out of 28 MOAs with LGUs • Drafting of technical inputs for BCDA’s procurement process This year also marks the commencement of the technical engineering design for the 240-km roadwork; and the completion of the indicative technical design for front haul, cable landing stations, and repeater stations. 10 DOST - Advanced Science and Technology Institute
