In line with Commission on Audit (COA) Memorandum Order No. 92-780, dated 21 September 1992, as amended by COA Memorandum No. 2010-012, dated 06 April 2010, the Commission, thru the Corporate Government Sector (CGS), submits to the Office of the President of the Philippines and the Congress the consolidated Report on Salaries and Allowances (ROSA) received by: a) Principal officers and members of governing boards of government-owned or controlled corporations/government financial institutions (GOCCs/GFIs) and their subsidiaries; and, b) Secretaries, Undersecretaries and Assistant Secretaries and other officials of equivalent rank of national government agencies (NGAs). 2. The publication of the report complements the present thrust of the government for transparency in its transactions and operations. Thus, audit units assigned to GOCCs, GFIs and NGAs are required to annually submit, pursuant to the aforementioned regulations, data on the salaries, allowances and other related information of its top three officials. 3. The previous year’s consolidated ROSA aided the legislators in its inquiry on the excessive allowances and other benefits received by the members of the governing boards of GOCCs/GFIs and its executive officers resulting to the passage of Republic Act (RA) No. 10149 (An Act To Promote Financial Viability And Fiscal Discipline in Government-Owned Or Controlled Corporations And To Strengthen The Role Of The State In Its Governance and Management To Make Them More Responsive To The Needs Of Public Interest And For Other Purposes). The law which is otherwise known as the GOCC Governance Act of 2011, creates a Governance Commission for GOCCs which, among others, shall ensure reasonable, justifiable and appropriate renumeration schemes adopted for the directors/trustees, officers and employees of GOCCs and their subsidiaries to prevent or deter the granting of unconscionable and excessive renumeration packages. The report’s objectives 4. To promote transparency in government, the report aims to monitor the annual salaries and allowances received by government officials holding multiple positions as well as determine the total amount of emoluments and benefits received by them from the different government agencies/instrumentalities with which they are affiliated. 3 Structure and contents 5. Based on the General Appropriations Law and other sources, there are 936 expected reports to be incorporated coming from government agencies/instrumentalities comprised of 613 GOCCs (inclusive of 467 water districts) and 323 NGAs. 6. Out of the 936 expected reports, 86 percent or 804 reports are incorporated herein. The summary of submitted reports is depicted in the diagram below. The data from 132 government agencies/instrumentalities are not included in the consolidation/summarization as the pertinent information thereon remained unsubmitted as of reporting date. Annex A details the excluded data comprised of 14 GOCCs, 20 water districts and 98 NGAs. 8. A total of 6,155 government officials from the 804 government agencies/instrumentalities comprise the CY 2010 Report on Salaries and Allowances. It consists of 1,175 officials and members of the governing boards of GOCCs and GFIs; 3,051 officials and governing board members affiliated with water districts; 1,756 officials of different NGAs; 10 are local government officials holding concurrent positions as members of the Board of GOCCs while 163 are private sector representatives with no data as to their mother units. Following is a graphic presentation on the distribution of the government officials included in the report. Annex B presents the names of the private sector representatives affiliated with government agencies/instrumentalities while Annex C shows the government affiliations of local government officials. The acronyms of the various government agencies comprising the report are identified in Annex D. 10. The data submitted by the field auditors from the various government agencies were categorized into seven (7) major nomenclatures as follows: a. Basic salary; b. Personnel economic relief allowance/additional compensation; c. Allowances; d. Bonus, incentives and benefits; e. Discretionary and extraordinary and miscellaneous expenses; f. Confidential and/or intelligence funds; and g. Other allowances. 11. To facilitate presentation, the various nomenclatures used in the data submitted by the field auditors were classified according to their similarity as to the nature of expenditures in line with the Chart of Accounts of the New Government Accounting System (NGAS). Presented in Annex E is the composition of the major categories of the allowances, bonus, incentives and benefits as well as other allowances received by the government officials as presented in Part V hereof. Guide to users 12. For reference purposes, the Report on Salaries & Allowances for FY 2010 is divided into five parts, namely: I - Introduction; II - List of Principal Officers & Members of Governing Boards of GOCCs and their Subsidiaries, & the Secretaries, Undersecretaries, Assistant Secretaries & other officials of equivalent rank of NGAs who received salaries and allowances in CY 2010, arranged by government agency/ instrumentality; III - List of Principal Officers & Members of Governing Boards of GOCCs and their Subsidiaries, & the Secretaries, Undersecretaries, Assistant Secretaries & other officials of equivalent rank of NGAs who received salaries and allowances in CY 2010, ranked from highest to lowest; 5
