I. Introduction of meeting attendees • Attendees introduced themselves. • Mr. Geiger informed all that Ms. Quinn (EPA – toxicologist) and Mr. Cramer (EPA - hydrogeologist) are sitting in on this meeting. II. Discussion of the Master Work Plan Addendum 024 Site Screening Process • Ms. Gettier informed the participants that the purpose of this call was to discuss the Work Plan and talk about any comments by VDEQ and EPA. • Mr. Cutler (VDEQ) had two comments 1. Page 1-17, Section 1.8.1 first sentence seems to have incorrect references to subsections 3.2.1 and 3.2.2. • Ms. Gettier indicated that those subsections are incorrect and the sentence will be revised to direct the reader to Section 1.8.2 where there is a discussion on Composite Soil Sample procedures. 2. Pate 1-17, Section 1.8.1, Please clarify the field procedures in this paragraph. Provide more details as to how the field crew will determine the location of the soil sample locations. • The text is revised to state; “Soil sampling for MC will include collecting 15 composite soil samples, which is further discussed in subsection 1.8.2. Before soil sampling, field personnel will examine the berm and the hillside for bullet fragments. If none are seen on the Page 2 surface a shovel will be used to scrape the surface of the berm to locate shallowly buried bullet fragments. At up to 20 locations, field personnel will shovel the soil to a depth of several inches (up to one foot if necessary) searching for bullet fragments at random locations on the berm (lower, middle and top of berm). Six composite soil samples from the berm will be collected where bullets or bullet fragments are observed. If none are seen, locations will be selected at random. The same procedure will be followed for the hillside behind the berm; several locations will be shoveled in an attempt to identify bullet fragments. Seven composite samples will be collected from the hillside. In addition, two soil samples will be collected at random location near the construction debris pile located behind the berm.” • Mr. Geiger indicated that the EPA has no comments on the document and approves the document pending the VDEQ comments are incorporated. • Due to the changes of the document only affecting a few pages. Replacement pages will be issued to all partied to make the document final. The pages to be replaced include: o Spines o Front Cover o Inside Cover with signatures o Page with revised Section 1.8.1 text and any affected pages • No formal comments will be submitted by the regulators, the purpose of this conference call summary is to document the comments received during this 9 September 2008 call. • Fieldwork is planned for late September after the Radford notification process is completed. Jim Spencer (URS) stated that this process takes approximately two weeks. III. Adjournment The meeting adjourned at 1340.
