Agency Recommendations Office of and Budget Approval Man~gernent Immigration and Naturalization Service Approval Department of State No objection Discussion Beneficiary is a four year old native and citizen of Ecuador. She was adopted by proxy by a U.S. citizen and is now living with a friend of her adoptive mother in Quito, Ecuador. · The Immigration Act provides that adoptive parents must be a citizen· and spouse. The adoptive mother is a single person and could not, therefore, file the appropriate form to give the beneficiary exempt status as an adopted child of u·. s. citizens. Without such relief, beneficiary would not be eligible to come to the United States for two or more years. Her adoptive mother would prefer her to make the adjustment to her new family and horne at as young an age as possible. 2 The adoptive mother, Theresa Tomasi, is a 45 year old u.s. citizen born in Barre, Vermont. She is trained in social work and psychology with graduate degrees. She is employed as Director of Social Service at the Medical Center Hospital of Vermont earning approximately $17,000 a year, she owns her own home valued at $75,000 with a mortgage of approximately $3,000 and has insurance on all members of her family.
