Direction to issue a label has been given on: Not Applicable SUMMARY OF THE REASONS FOR DECISION: The computer image file entitled !!!!#1~1.jpg is classified as: Objectionable. The computer image file promotes and supports the exploitation of children for sexual purposes. The image file contains a single pink framed page which has five black and white photographic images. One photograph depicts a naked girl with her arms crossed over her stomach and a small pair of underpants hanging from her left hand. The four small photographs are close focus images of a girl’s genitals. Two small colour illustrations of naked young girls, including genitals, are in the lower right corner along with text that states it is “a private access board for members only”. There are also the words “Little Pussy BBS”. The computer image file promotes and supports the exploitation of children for sexual purposes, deeming it objectionable under s3(2)(a) of the Films, Videos, and Publications Classification Act 1993. The image explicitly depicts and emphasises the child’s nudity and sexualises her. The format of the image allows easy reproduction and distribution of such files via national and international telecommunications networks. Given these elements, the Classification Office is of the opinion that the image has little purpose other than the sexual gratification of adults with a sexual interest in children. Consideration has been given to the relevant provisions of the New Zealand Bill of Rights Act 1990 as they relate to this publication.
