First, a few key points from the New York State School Boards Association: (cid:129) First, federal law requires that states assess students in grades 3-8 on an annual basis in specified areas. It also requires that 95 percent of stu- dents in each school participate in such assessments. As a Focus District, Addison must meet this standard. Although we are seeing improve- ment in the number of students progressing towards proficiency, if we do not meet the 95% participation rate, Addison may be identified as a Focus District again. According to the U.S. Department of Education, failure to comply with these requirements can subject states and school districts to sanctions including, but not limited to, the loss of Title I monies and funding available under other federal programs such as the Individuals with Disabilities Education Act (IDEA). Addison receives a significant portion of these funds and uses them for staffing, pro- grams, and professional development. (cid:129) Second, the State Education Department (SED) considers such testing to be part of the core academic program that school districts must offer all students attending their schools. (cid:129) Third, all school district representatives are required to comply with legal requirements that affect the operation of school districts, including the administration of state assessments. Therefore, school district officials have no authority to encourage or promote parental opt out efforts. (cid:129) Fourth, the State Education Department has taken the position that school boards refusing to administer state assessments are subject to re- moval from office, and administrators taking a similar course of action are subject to proceedings leading to the loss of certification. (cid:129) Fifth, the State Education Department has stated that there is no provision in statute or regulation allowing parents to opt their children out of state tests. Local/personal observations and comments: (cid:129) Our school district is a place where all students are challenged to high standards and are supported in their growth by great and car- ing teachers. I believe that this is a district where parents want to send their children, teachers want to teach and students want to learn. We have heard numerous stories about amazing things students are doing after only two years of instruction with the new learning standards. (cid:129) College, career, work, and life readiness is complicated and it certainly cannot be captured by a single score on a single test. Readi- ness includes academics, but it also includes important skills like perseverance, resilience, collaboration, and creativity. (cid:129) Below are a few critical pieces of information that we get from assessing/testing our students: knowing whether they are on track for success in the third grade, sixth grade, eight grade, or college. The data from grades 3-8 testing is not used to make promotional decisions about students. Testing gives us data to see how our students and our schools are doing compared to other children in our district, region, and our state. Testing gives us the opportunity to assess the progress of our multi-million dollar investment in pub- lic education. It allows us to evaluate all students on their trajectory to make adequate yearly progress, not only a selected number of them. (cid:129) In high school and for many adults, testing is a part of their college and career pathway. Our students cannot opt out of NY State regents exams. Regents tests are a requirement to graduate from high school in New York State. Also, many vocational students at BOCES must take a Career & Technical Education Assessment to get certified and licensed in their field of study. Certification and licensing are necessities to work in many industries. Many college bound juniors and seniors must take a standardized SAT or ACT exam to get into college. These exams are required for admittance into many colleges and universities. (cid:129) Many of our own district employees have taken Professional and Civil Service exams to acquire and keep their jobs. Some of them have taken these tests more than one time and many others have taken promotional exams. They would not be able to advance their careers and salaries without taking and passing these tests. Can this be a bit stressful? Sure it can, but it also brings out the best in people. In Summary Ultimately, we do not want our students, parents, staff, and community to fear these exams. We want everyone to feel prepared for any assessment they take, not only now as students but also when entering adulthood. I believe we are sending the wrong message if we have our students shy away from these exams and challenges. Will there be times when they do not know an answer? ..... you bet. Most tests are designed that way. As adults, there are many times throughout the day when answers are hard to come by. But we per- severe and keep working hard. Ethan Smith rocked his socks along with the crazy socks of over 400 children from Tuscarora and Valley Schools. The Valley Early Childhood School went to see Sesame Street live on March 17 at the Clemens Center. The students had a wonderful time singing along with the characters in the show. It was a spe- cial treat for our hardwork- ing students. On Friday, March 27th, Mrs. Tonia Illig's hus(cid:2) band, Ed Illig, visited Mrs. Illig's classroom at Addison High School to do a career presenta(cid:2) tion. Mr. Illig is the Manager of Global Sup(cid:2) ply Management from the North American Transportation Dept. at Corning Incorporated. Mr. Illig discussed what products Corning Inc. makes such as Gorilla Glass, Pyrex Glass, Optical Fiber Cable and LCD Glass. Mr. Illig discussed what countries he has travelled to for his job. He showed students what methods of transportation are used to send equipment over to other countries.
