Technical Proposal shall comprise the following: 2.1 1. Power of Attorney in favour of the person who has been authorized, through an appropriate Company Board Resolution or equivalent document, to sign on behalf of the consultant. The financial statements shall: reflect the financial situation of the Consultant and not an affiliated entity (such as parent company or group member). be independently audited and certified by the Statutory Auditor/ Chartered Accountant in accordance with applicable legislation. be complete, including all notes to the financial statements. correspond to accounting periods already completed and audited. 5. The following in the formats prescribed therein: a) A brief description of the Consultants’ organization (Form TECH-2 of Section 3) b) Comments and suggestions on the Terms of Reference including workable suggestions that could improve the quality/ effectiveness of the assignment; and on requirements for counterpart staff and facilities including: administrative support, office space, local transportation, equipment, data, etc. to be provided by the Employer. c) A description of the approach, methodology and work plan for performing the assignment covering the following subjects: technical approach and methodology, work plan, and organization and staffing schedule. Guidance on the content of this section of the Technical Proposals is provided under Form TECH-4 of Section 3. The work plan should be consistent with the Work Schedule which will show in the form of a bar chart the timing proposed for each activity. d) Work Schedule and Planning for Deliverables(Form TECH-5 of Section 3). e) Team Composition, Key Experts Inputs, and attached Curriculum Vitae (CV) (Form TECH-6 of Section 3). 2.2 Reimbursable costs may include (indicative list): (i) a per diem allowance in respect of Personnel of the Consultant for every day in which the Personnel shall be absent from the home office and, as applicable, outside the Employer’s country for purposes of the Services; (ii) cost of necessary travel, including transportation of the Personnel by the most appropriate means of transport and the most direct practicable route; (iii) cost of office accommodation, investigations and surveys; (iv) cost of applicable international or local communications such as the use of telephone and facsimile required for the purpose of the Services; (v) cost, rental and freight of any instruments or equipment required to be provided by the Consultants for the purposes of the Services; (vi) cost of printing and dispatching of the reports to be produced for the Services; (vii) other allowances where applicable and provisional or fixed sums (if any); and (viii) cost of such further items required for purposes of the Services not covered in the foregoing. The contract will be free from all kinds of taxes and duties levied in the Employer’s country including all corporate/personal/value added taxes, import/custom duties, special levies and social security contributions for temporary employees deputed by Indian Consultant in relation to the project execution in the Employer’s country. If the domestic rules/laws of the Employer’s country prohibits exemption of any taxes to bilateral partner/multilateral institution extending development assistance to it, the same have to be paid by the Consultant from its own resources and should be reimbursed by the Employer to the Consultant. No tax is liable to be paid from the LOC. Section 3.
