Aldermen Morrison, Farrar, Louer, Stack, Burns and Risavy answered present on roll call. Aldermen Krause and Mayor Patton were excused. The Pledge of Allegiance was recited by all present. Aldermen Risavy welcomed everyone in attendance and those viewing on Cable Channel 993 to the meeting and asked if any citizen wished to address the Council. Karen Zimmerman of 6633 Fox View Drive spoke about the property at 1301 N. Main Street. Mrs. Zimmerman discussed the permit application for two Certificate of Appropriateness one of which is 2 years old. She wishes that the non-historic components be removed from her property on N. Main Street. Mrs. Zimmerman also made comment to the City being in noncompliance with the provisions of TIF 4. Motion by Stack, seconded by Burns, to approve the Consent Agenda. Claims were changed to read $741,797.98. A Madison County PEP Grant Resolution was added under Administrative & Community Service Committee. Pending Litigation was removed from Executive Session. Aldermen Risavy read Consent Agenda items as follows: Approval of minutes of Council Meeting on February 20, 2018 Group Health Insurance Fund Report in the amount of $636,571.51 Roll Call on Consent Agenda: Six Ayes, with Aldermen Morrison, Farrar, Louer, Stack, Burns and Risavy voting aye. Motion Carried. City Clerk Dennis McCracken administered the oaths of Jacob J. Rhodes as Patrol Officer, Nicholas M. Henderson as Patrol Officer, and Jacob D. Welch as Patrol Officers. Award Presentation by Rick Welle, Fire Chief (Commendation Award from the Fire Department) for Officer Connor Hoyland. Motion by Morrison, seconded by Burns, to approve a License to Conduct a Raffle for Edwardsville Art Center with proceeds going towards supportive programs. Chances will be sold on Saturday, March 10, 2018. Roll Call: Six Ayes, with Aldermen Morrison, Farrar, Louer, Stack, Burns and Risavy voting aye. Motion Carried. Motion by Morrison, seconded by Stack, to approve a License to Conduct a Raffle for Edwardsville Knights of Columbus Council 1143 with proceeds going towards charitable organizations. Chances to be sold from March 07, 2018 – March 07, 2019. Roll Call: Six Ayes, with Aldermen Morrison, Farrar, Louer, Stack, Burns and Risavy voting aye. Motion Carried. Motion by Stack, seconded by Farrar, to approve a License to Conduct a Raffle for Whitley Wishes Inc. with proceeds going towards Pediatric Brain Cancer Research and Scholarship programs. Chances to be sold from March 07, 2018 – April 14, 2018. Roll Call: Six Ayes, with Aldermen Morrison, Farrar, Louer, Stack, Burns and Risavy voting aye. Motion Carried. Motion by Stack, seconded by Burns, to approve a License to Conduct a Raffle for Edwardsville Community School District #7 with proceeds going towards the School Lunch Debt Project. Motion by Louer, seconded by Farrar, to approve a Resolution Approving the Transfer of Volume Cap in Connection with Private Activity Bond Issues and Related Matters. Motion by Louer, seconded by Burns, to approve a Resolution Authorizing the Execution of an Energy Supply Agreement. Change Order 1 and Final to Keller Construction, Inc. for the 3rd Avenue Reconstruction Project in the decreased amount of $4,402.95 was received for information and file. Public Meeting for the 2018 Madison county CDBG Application to be held at Edwardsville City Hall on March 19, 2018 at 5:00 p.m. was received for information and file. Page 7 of 228 AAGGEENNDDAA Public Services Committee will meet on Tuesday, March 13, 2018 at 4:30 p.m. in the Governor Edwards Conference Room. Minutes of Administrative & Community Service Committee meeting on February 15, 2018 were received for information and file. Motion by Morrison, seconded by Risavy, to approve a Ordinance Amending Chapter 46, Article IV, of the Codified Ordinances of the City of Edwardsville (Fire Department) – The amendment provides new language within the Codified Ordinances Chapter 46, Article IV, Fire Prevention, Section 46-107 – Open burning for inclusion on Controlled/Prescribed burns within City limits under specific regulations. Roll Call: Six Ayes, with Aldermen Morrison, Farrar, Louer, Stack, Burns and Risavy voting aye. Motion Carried. Motion by Morrison, seconded by Risavy, to approve A Resolution Authorizing Sign Variances for 1501 Troy Road – Resolution authorizes two variances: 1) A side setback reduction to allow the freestanding sign to be placed 3’4 from the property line, a variance of 1’8 and eliminates the loss of a parking space with the provision the drive-thru sign width not exceed the width of the monument sign base; and 2) Allows transfer of signage from the north façade to the west façade to accommodate the menu board for the drive-thru lane. Roll Call: Six Ayes, with Aldermen Morrison, Farrar, Louer, Stack, Burns and Risavy voting aye. Motion Carried. An Ordinance Annexing Certain Territory to the City of Edwardsville, Plummer Family park, PIDs 10-1-16-20-00-000-003.005 & 10-1-16-20-00-000-003.007 Annexes Plummer Family Park into the City was filed for second reading. An Ordinance Certifying the Zoning Map of the City of Edwardsville – Certifies the zoning map as required annually by codified ordinance was filed for second reading. Motion by Morrison, seconded by Louer, to approve the Contract Agreement for Professional Services with Thouvenot, Wade & Moerchen, Inc. in the amount of $27,600.00 for boundary and topographic surveys, title reports, and legal descriptions. The area included is bound by North Main Street, Hillsboro Avenue, North Kansas Street, and Vandalia Avenue encompassing the downtown parking area. Roll Call: Six Ayes, with Aldermen Morrison, Farrar, Louer, Stack, Burns and Risavy voting aye. Motion Carried. Page 8 of 228 AAGGEENNDDAA Motion by Morrison, seconded by Risavy, to approve the Bid for Mass Grading and Sanitary Sewer of Plummer Family Sports Park to Stutz Excavating in the amount of $539,900 Contract includes grading on 70-acre parcel minus the northern baseball field quad and does not include any grading on the adjacent 15 acres. The contract also includes a sanitary sewer extension needed to serve future restrooms on the site. Roll Call: Six Ayes, with Aldermen Morrison, Farrar, Louer, Stack, Burns and Risavy voting aye. Motion Carried. Motion by Morrison, seconded by Risavy, to approve a Madison County PEP Grant Resolution – City of Edwardsville seeks to apply for Park Enhancement Project Grant Funds from Madison County Community Development to assist in the renovation of the tot-lot area at Vadalabene Field and purchase artificial turf for the future off-leash area for dogs on Schwarz Street west of Grandview Drive. Roll Call: Six Ayes, with Aldermen Morrison, Farrar, Louer, Stack, Burns and Risavy voting aye. Motion Carried. Administrative & Community Service Committee will meet on Thursday, March 15, 2018 at 5:30 p.m. in the Governor Edwards Conference Room.
