The document is divided into an active site inventory, listing 1,358 sites; a closed site inventory, listing 2,334 sites. The closed municipal coal gasification plant site inventory, listing 41 sites; and the; inventory of industrial sites producing and using coal tar and related tars in Ontario, listing 44 sites. For each site, information is provided on waste types, site locations and, in the case of closed sites, the year of closure. The coal gasification plant site inventory, not included in the original inventory document published in July 1986, lists newly-identified sites where coal tar waste may be present. As with the original list published in 1986, and the updated inventory published in May, 1988, this updated publication is a working document subject to continual revisions and updating. The gathering and assembling of information required for the inventory is a major part of the Ministry's long-term, comprehensive program to investigate and monitor waste disposal sites throughout the Province. The information sources include the Ministry's computerized data files on individual sites, file archives, and field inspections of the sites. Many of the sites listed in this document were closed prior to the enactment of legislation in 1971 requiring the issuance of a Certificate of Approval for the operation of a waste disposal site. As a result, these older, closed, uncertified sites are not accompanied by the same level of information regarding such things as waste type and physical setting. Much additional work is required to ensure that essential and uniform information is available for all waste disposal sites in the Province. As a means of developing an orderly approach to the investigation of all sites, an internal Ministry waste disposal site classification system has been developed. This classification system (detailed in Appendix A) identifies two basic types of sites: 1. sites deemed to have the potential to have an impact on hximan health ("Class A" sites) and; 2. sites deemed to have the potential to impact the environment in general ("Class B" sites). - 2 - Further subdivisions of each class (Al, A2 Bl, B2 reflect site-specific waste characteristics as deta.i.l.e;d in App.e.n.d)ix A. The classification system serves only to group the sites, based on available information, into classes to ensure the systematic Ministry investigation of all sites. It does not intend, nor can it be assumed, to classify the sites according to actual impacts or hazards. The active and closed waste disposal site inventories are continually being updated and verified. In many cases certain pieces of information, denoted by "NAV" in the listings, were not available at the time of this publication. Where information isv missing, as for example lot and concession numbers or a municipality name, every attempt will be made to incorporate this data into future inventory listings. Much of northern Ontario has not been organized into legal townships or other municipal entities. In these cases, the municipality of the site has been indicated by naming a geographic feature of local significance such as a lake or river. The approximate locations of all active and closed waste disposal sites are shown on maps located at the back of the report. A separate map shows the approximate locations of former (municipal) coal gasification plant sites. Also included is a map showing the approximate locations of industrial sites producing and using coal tar and related tars in Ontario. The purpose of these maps is to provide general locations of waste disposal sites throughout southern and northern Ontario. If more accurate site locations are necessary, this information is available from local Ministry district or regional offices shown on the map in Appendix B. Because of the small scale of the maps, it has not been possible to avoid congested areas where many sites are located in a small area.
