RUSSIA STEPS UP MILITARY AID TO NIGERIA 1. Cultural Agreement Late inJuly, 1967, MrEdwinOgbu, Permanent Secretary, Ministry of External Affairs,Lagos and ChiefAnthony. Enahoro,Commissioner for Information visited the Soviet Union and signed what they called " a Cultural Agreement” between Russia and Nigeria. It later turned out thatthis was an agreement for military assistance to enable Nigeria crush Biafra. 2. Military Advisers By 9th August, 1967, 113 Russian military " advisers” were ready to goto Lagos. Delivery ofJet Fighters On the 9th August, 1967, two L-29 DELPHIN Czech-manufac tured jetfighters, Registration numbers NAF. 401 and 402, arrived in Lagos, after refuelling at Accra. These aircraft, which are the first in theseries, are now being modified and equipped for a fighter role. 4. MiGFighters On the 18th August a large number of Russian IL-18 Ilyushin aircraft flew into Kano via Cassablanca and Niamey carrying fighters believed to be of the Mig-17 or Mig-15 type as well as technicians, pilots, maintenance engineers and military “Advisers” intended to operate these fighters, aswellas provide officers to lead Nigerian ground forces.
