For many reasons connected with flight safety, the Civil Aviation Safety Authority from time to time issues instructions regarding flight conduct. Publications such as the AIP, CAOs, etc. regulate normal flight conduct while changes and additions are distributed as NOTAMs, which is the method of advising flight crews on an urgent basis. The requirements contained in these publications must be adhered to at all times. Authoritative reference material for the guidance of flight instructors and students is contained in the following publications - Flight Instructors Manual - CASA - Fundamentals of Instruction - FAA - Aviation Instructor's Handbook - FAA - Flight Instructors Handbook - AOPA - Day VFR Syllabus - Aeroplanes - CASA - Australian National Competency Standards for Private and Commercial Pilots -CASA 0.2 SAFETY REQUIREMENTS (1) All of the techniques covered within the school's training syllabuses are concerned with the maintenance of safe practices and standards. The following points require particular emphasis: (a) A check shall be made to ensure that any loose objects in the cabin are secured before every flight. This will include cushions, seat belts, map board, etc. which may cause interference with the flight controls. (b) Prior to every flight, the pilot must ensure that the centre of gravity of the aeroplane is within the limits specified in the Flight Manual for that aeroplane. (2) Before conducting any stalling or aerobatic flight, the following conditions shall be met; (a) the manoeuvre or sequence of manoeuvres shall be completed no lower than 3000 feet above the highest point of the terrain or obstacle with a radius of 600 meters directly below the aeroplane; (b) the pilot shall remain clear of any city, town, populous area, regatta, race meeting or other public meeting for games or sport; (c) all loose articles, seat belts and safety harnesses of unoccupied seats are made secure so as not to interfere with the controls of the aeroplane, or if the articles are not required for the flight, removed from the aeroplane; (d) if dual controls are fitted and these controls are of the removable type, the pilot in command is to ensure they are removed, unless the seat is vacant or is occupied by a person in accordance with sub-section 3.8, Section A3, Part A.
