The Transit Effectiveness Project (TEP) is the first comprehensive review of Muni in a generation. The project is ajoint effort ofthe San Francisco Municipal Transportation Agency (SFMTA) and the Controller's Office. A key objective ofthe TEP isto improvethe reliability ofexisting Muni service, which includes adjusting schedules and hiring additional operators and supervisors. Many changes to Muni routes are also being proposed to better meet customer needs. Other proposalswould reduce traffic congestion and attract new customersto Muni. What did we find? • People from all parts ofthe City and all demographic groups said service reliability wastheir biggest issue. San Franciscanswanttransit servicethat is on-time, consistent, predictable and easy to use. • Muni buses and trains have approximately 700,000 customer boardings daily. Our 15 busiest corridors accountforapproximately 75 percent ofall Muni boardings. • Travel patterns in the City have changed since the Muni networkwas last redesigned in the early 1980s. To meetchanging market demand, betterconnections between some neighborhoods are needed and moretransit service should be provided on the most crowded rail and bus lines. — • Muni travel times are significantly slowerthan those ofother large U.S. transit agencies leading to passengerand operatorfrustration, slower running times and increased costs. What are we recommending? First-Improve Reliability. Muni's reliability challenges are a daily reality and require a variety of solutionsto achieve thetypes of improvements ourcustomers expect and demand. The first focus ofthe TEP is to make existing service more predictable to build customerconfidence before implementing proposed route changes. It has been recognized and agreed by SFMTA management that this requires: • Developing realistic schedules; — • Increasing the numberofoperators up tothe budgeted level making it rare that an operatorwould not have a leader; • Improving vehicle and infrastructure reliability to minimize breakdowns; • Providing adequate supervision; and • Giving transit more priority on ourCity's streets through increased enforcement ofbus lane violations and double parking, and through strategies such as transit-only lanes, transit signal pnority and bus bulbsthat allow buses to pick up passengers without pulling in and out oftraffic Second (On-going)- Reduce Travel Times. Overthe past 10 years, Muni's average operating speed has decreased by 10 percent. To offsetthis trend, the TEP has set a goal of reducing travel times and delays on Muni routes by 5 to 20 percent depending on the type ofservice. This would be accomplished by reducing the amountoftime buses and trains spend stopped ortraveling slowly. Safety would continue to be ourtop priority, which iswhy we are not proposing changes to speed limits or top operating speeds By reducing travel times, Muni could reinvest savings into more service on the highest-demand routes A team ofemployees from across the organization will be assembled to work closely together to develop and implement route-by-route plans to reduce delays. Third - Update Muni Routes. The TEP has developed a comprehensive package ofdraft route changes to get peoplewhere they wantto go efficiently and safely. These proposals are based on a service policy framework that establishesfourcategories ofroutes, each with a unique set ofcharacteristics and service levels. The highest level ofinvestmentwould go into the "Rapid Network," which most Muni customers use regularly. The other service categories are: Local Network, Community Connectors, and Specialized Services. What will the Transit Effectiveness Project mean to you? • More accurate schedules TheAutomatic Passenger Counters (APCs), installed on over 10 percent . ofthe buses in 2006, have allowed detailed analysis ofrunning time and ridership. The TEP's analyses have concluded that about 230 additional hours ofservice perweekday are needed to provide reliable schedules. • Runs must be filled Missed trips and bunching are a significant cause ofcustomercomplaintsto . operators. SFMTA is committed to hiring additional operators so not having a leaderwould no longer be a fact ofdaily life. • Reduced travel times By redesigning service to eliminate circuitous routings, operating more limited- . stop routes/lineswith fewer stops, and better managing traffic, we would be ableto getfrom one end ofthe line totheothermore consistently, with fewerturns, and in lesstime. • More service on busy routes The TEP proposes to redistribute Muni service by increasing trips on . ourbusiest routes, in part by discontinuing or reducing service on some routes with low ridership, to reduce stress and overcrowding on our busiest lines. How can you give input? The preliminary TEP proposals are the result ofcountless conversations with Muni customers and employees, and will be further refined through continued dialogue. Employee input is critical tothe success oftheTEP. Employees are encouraged to give feedback by: • Attending a TEP "In-reach" sessions. Meetings will be held in the gilley rooms in each division. Contactyoursuperintendent or union chairfor more information. • Giving us yourfeedback using theTEP blog http://tepbloq/ available on the computers located atthe , divisions (the TEP blog can only be accessed through SFMTA computers). Using the TEP blog, you can view and respond to comments made by other SFMTA employees. • Filling out a commentform available in yourdivision's gilley room. • Sending an email to tep(a)sfmta.com . How should you answer customer questions? Overthe next few months, the TEP team will be collecting feedbackfrom the publicthrough a series of communityworkshops, the projectwebsite (http://www.sftep.com) and the 311 Customerservice line. If customers have questions aboutthe TEP's route proposals, encourage them to attend a community workshops in April and May. Mostvehicleswill haveworkshop announcements in the ad panels and will be stocked with workshop flyers in thetake-one boxes. Next Steps Early this summerthe TEP proposalswill be submitted to the SFMTA Board of Directors afterthey have been revised to respond to community and employee input. Route changes could be launched as early as July 2009, following an environmental assessment. The route changes would bethe start ofan on-going process, and wewould continue to make changes and adjustments as necessarywith employee input.
