The information contained in this report is based on TCA § 39-17-1351, which requires a yearly summary of handgun carry permits issued, suspended, revoked, and denied by the Tennessee Department of Safety and Homeland Security. The information provided is for calendar year 2012 and contains data by month, age, gender, county, and ZIP code. Also included are reasons for handgun carry permit suspensions, revocations, and denials, as well as budgetary cost of the program and revenues derived from fees. In addition, the report contains data regarding average time to issue a handgun carry permit, once the application has been received by the department. Section 1 contains overall handgun carry permit statistics. This includes data, by month, describing the type of permit issued (original, renewal/reinstatement, duplicate, free, and new resident). Free permits refer to duplicate permits issued at no cost because of departmental error. New resident permits refer to carry permit holders from other states that now reside in Tennessee. Also included are the numbers, by month, of permits suspended, revoked and denied. Section 2 contains fiscal information for the handgun unit. This includes revenue generated from handgun carry permit issuance, by month, as well as annual costs to fund the program. Section 3 contains handgun carry permits issued by age and gender, divided into five- year age groups, starting at 21 years and ending with 76 years and greater. This information is provided by month. Section 4 contains yearly summary information based on county of residence. There are two parts to this section, permits issued and permits suspended, revoked, or denied. The permits issued section will be divided into type of permit: original, renewal/reinstatement, duplicate, free, and new resident. Section 5 contains a summary of the reasons for suspension, revocation, or denial of a handgun permit. It is divided into these three groups and displayed by month. Section 6 contains the time it takes to issue a handgun carry permit by month. It is divided into original, renewal, and duplicate categories. Section 7 contains yearly summary information based on ZIP code of residence. The top 25 ZIP codes are provided for total permits issued, as well as total permits suspended, revoked, or denied. 3 The appendix contains a copy of the TCA code pertaining to this report as well as a copy of the website document (updated monthly), which shows the number of valid handgun carry permit holders in Tennessee. 4 Summary of Statistics The state of Tennessee issued 114,031 handgun carry permits in 2012. Of these, 45.9% were originals, 46.9% were either renewals or reinstatements, 5.7% were duplicates, 0.8% were free, and 0.7% were new residents. The most active month was March, with 11,394 handgun carry permits issued. The state of Tennessee suspended 1,105 handgun carry permits, revoked 284 handgun carry permits, and denied 574 handgun carry permits in 2012. Handgun carry permits were issued to males at an approximate ratio of 2.5:1 (81,677 to 32,354), with the age group of 46-50 years being the most populous for females and males. The counties with the highest number of Tennessee handgun carry permits issued were: Shelby (13,860), Davidson (7,609), Knox (7,521), Hamilton (5,048), and Rutherford (4,830). The counties with the highest number of Tennessee handgun carry permits suspended, revoked, or denied were: Shelby (338), Davidson (204), Knox (117), Rutherford (108), and Hamilton (62). The ZIP codes with the highest number of Tennessee handgun carry permits issued were: 37075 (Hendersonville, 1,263), 37042 (Clarksville, 1,175), 38002 (Arlington, 1,100), 38017 (Collierville, 1,091), and 37122 (Mt. Juliet, 1,075).
