Allentown TRACON Standard Operating Procedures General This document describes the standard operating procedures for controlling at any of the positions within the Allentown TRACON and the airports it serves. The procedures described herein compliment and/or supersede the Basic New York SOP. Allentown TRACON Area Airport Notes Squawk This is the range of IFR beacon codes assigned to each towered airport. All aircraft departing from non-towered airports will be assigned a beacon code from the controlling TRACON or Center controller. Tower, Ground, Clearance The first item is the defined frequency that the controller will transmit on. The second item is the controller ID that is used to identify the position and is unique within ZNY. If only one Approach position is staffed (ABE_S_APP), that position will take all departures. If no Approach positions are staffed, Center will handle departures from KABE. If multiple Center sectors are staffed, coordinate to determine the Center sector that is handling KABE traffic. 4) VFR Procedures (Class C) The VFR squawk code subset for Allentown is 0601-0677. While filing a flight plan is not required, it can be useful to ATC. Request that the pilot file a quick VFR flight plan (Departure & Arrival fields and aircraft type will suffice as you can amend the rest in VRC). Since ALL departing aircraft will enter Class C airspace, a discreet squawk code MUST be issued for ALL operations (including pattern work). At KABE, VFR traffic is required to contact Departure Control regardless of whether or not they would like flight following outside of the Class C airspace. Departing aircraft will always be issued the appropriate Departure Control Frequency and appropriate initial altitude. For the initial altitude for VFR traffic, issue the following for the requested cruise altitudes indicated: (1) LESS than 3,000 – “Maintain VFR at or below 3,000” (2) GREATER than or EQUAL TO 3,000 – “Maintain 3,000 until further advised All VFR traffic departing KABE will be instructed to “Fly Runway Heading” as part of their Clearance. This is done for radar identification purposes. VFR Clearance Example (non-Pattern) “November 425LE, Allentown Clearance Delivery, on departure fly runway heading, (Maintain VFR at or below 3000 [or] Maintain 3000 until further advised ), Departure Frequency 124.45, Squawk 0601.” VFR Clearance Example for PATTERN WORK “November 425LE, Allentown Clearance Delivery, Squawk 0601, Contact Ground on 121.9 for taxi.” KABE – Lehigh Valley Intl Airport   Exit Direction Guide       While strict exit points are not required, the following guide may come in handy for directing pilots to proper exits for departing the area. Max Alt: 14,000  To Reagan National Airport (KDCA) Route: PTW MXE BAL DCA Max Alt: 14,000  To Dulles International Airport (KIAD) Route: ETX LRP.DELRO# [STAR] Max Alt: 16,000 KABE – Lehigh Valley Intl Airport GROUND As the airport layout is straightforward, specific taxi guides are not necessary. KABE – Lehigh Valley Intl Airport     TOWER     Runway Selection    When using the table below, add 10° to the wind direction reported in the METAR to obtain the Direction to use in the table below Example: METAR contains 28005KT. Use 290 in table. Configuration would be Depart/Land 31   Configuration Wind Direction Speed Depart Land 0-4 Any 6 6 010-100 6 6 101-180 13 13 5-15 181-289 24 24 290-009 31 31    If Runway 13/31 is best aligned, but the aircraft needs the longer runway, use 6/24 that is best aligned with the wind. KABE – Lehigh Valley Intl Airport     IFR Operations   1) Releases Releases from Allentown are automatic unless the TRACON requests individual releases. Rolling calls (verbal or via a pushed a flight strip) must be given to the TRACON for all departing aircraft 2) Separation The standard departure separation technique to use is anticipated radar separation. Only use timed separation if the pilot requests it. 3) Radar By agreement with Allentown, this tower will not radar identify departing IFR aircraft and will instruct a departure to contact departure control once the aircraft appears to be clear of any traffic. 4) Departure Heading   Runway Initial Heading All Runway Heading   5) Missed Approaches For aircraft that will not (or cannot) fly a published missed approach, issue the following instructions for missed approaches and go-arounds:   Runway Heading Altitude 6 060 3000 13 270 3000 24 240 3000 31 310 3000   Coordinate with departure control as soon as possible, and hand off the aircraft to departure control when traffic is not a factor. KABE – Lehigh Valley Intl Airport     VFR Operations 1) Airspace Class CHARLIE A discreet transponder code is required for all operations into and out of KABE and will be assigned by Clearance Delivery Tower will control a portion of airspace in a 5 nm radius at/below 2000 MSL 2) Pattern Work Runway Direction All LEFT All props should be at 1,500’ and jets at 2,000’. Adjust these when necessary to avoid over-flights or normal IFR traffic flow.
