ABSTRACT Thetwenty-seventhsessionoftheCommitteeonFisheries(COFI)washeldinRome,Italy, from5to9March2007.TheCommitteereviewedtheissuesofaninternationalcharacterand theprogrammeofworkofFAO/FIinfisheriesandaquaculture.Inadditiontothefurther worktofacilitateandensuretheimplementationoftheCodeofConductforResponsible FisheriesanditsInternationalPlansofAction(IPOAs)(oncapacity;illegal,unreportedand unregulated[IUU]fishing;sharks;andseabirds),COFIwelcomedthependingsubmissionof ageneralmulti-yearprogrammeofworkongeneticresourcemanagementinfisheriesand aquaculture.TheCommitteeexpressedconcernabouttheleveloffishingcapacitywhichwas higherthanpriortothe2004tsunamiinsomeoftheareasaffectedbythedisasterand recognizedthatitcalledfor(withFAOassistanceasrequired)thedesignandimplementation ofsustainableandeffectivefisheriesmanagementarrangementsthatincludedagradually phasingoutfishingovercapacity,monitoring,accessandlivelihoodconsiderations.COFIalso referredtotheissueofsafety-at-seainrelationtotheuseofsub-standardvessels. The Committeerecognizedtheimportanceoftraceabilityforfishtradeandwelcomedthe MemorandumofUnderstandingbetweenFAOandtheConventiononInternationalTradein EFnAdOantgoerpeladySapeccoioersdionfaWtiinlgdrFoaluenianaanddvaFnlcoirnag(tChIeTEgSl)o.balThaequCacoumlmtiutrteeaegerenadfafiarnmdedhiigtshltirugshtteidn theimportanceofaddressingsocio-economicimpactsofaquacultureandotherissues,suchas improvingplanningandpolicydevelopmentatnationalandregionallevels.TheCommittee agreedtogivegreaterattentiontosmall-scalefisheriesandwelcomedtheconveningofa broad-basedinternationalconferencefocusingspecificallyonsmall-scalefisheries.The CommitteeencouragedMemberstojoinorcooperatewiththevoluntaryInternational Monitoring,ControlandSurveillance(MCS)Networkandtodevelopanewlegallybinding instrumentbasedontheModelSchemeonPortStateMeasurestoCombatIUUFishingand theIPO-IUU.TheCommitteeidentifiedseveralareasforfurtherworkonissuesrelatedtothe ecosystemapproachtofisheries.TheCommitteefoundthelevelofthebudgetassignedtothe FisheriesandAquaculture Departmentunsatisfactoryand notcommensuratewiththe importanceofitsworkandtheexpectationsoftheinternationalcommunity,andmadea strongrequestthattherelevantFAOGoverningBodiesallocatemoreresourcestothe Department. RecommendedthatFAOreportmoreextensivelyonlessonslearnedfromthepost-tsunami rehabilitationandreconstructionworkandwidelydisseminateresultssoastoenhance preparedness(para.29). RecommendedthatFAOundertakefurtherworkinrelationtotheminimumsubstantive requirementsandcriteriaforinlandcapturefisheriesecolabels,inthedraftInternational GuidelinesfortheEcolabellingofFishandFisheryProductsfromInlandCaptureFisheries,in combinationwithsimilaroutstandingworkrelatingtotheminimumsubstantivecriterialaid downintheguidelinesformarinecapturefisheriesecolabels(para.36). v.
