PffiS 2275 PHYTOTOXICOLOGY ASSESSMENT SURVEY INVESTIGATIONS ON CORNWALL ISLAND IN ONTARIO IN THE VICINITY OF THE REYNOLDS METALS COMPANY (RMC), MASSENA, NEW YORK -- 1989 & 1991 Report prepared by: Phytotoxicology Section Air Resources Branch Ontario Ministry ofthe Environment ARB-014-92-Phyto PHYTOTOXICOLOGY ASSESSMENT SURVEY INVESTIGATIONS ON CORNWALL ISLAND IN ONTARIO IN THE VICINITY OF THE REYNOLDS METALS COMPANY (RMC), MASSENA, NEW YORK -1989 AND 1991 EXECUTIVE SUMMARY A Federal-Provincial study with participation by several government agencies, including the Phytotoxicology Section, Ontario Ministry of the Environment, has been ongoing for several years on the Cornwall Island Indian Reservation (Mohawl<s of Awkwesasne). Phytotoxicology investigations, involving vegetation sampling and injury observations, to assess the impact of airborne fluoride emissions from the Reynolds Metals Company (RMC), Massena, New York, on vegetation on Cornwall Island, have been conducted during the growing season annually since 1969, except in 1988 and 1990. The 1988 survey was discontinued because of budget constraints. There was no survey in 1990 because of intemal unrest on the reserve. This report presents the results of the most recent investigations on Cornwall Island during 1989 and 1991. In both years, the highest degree of foliar contamination and most severe vegetation injury was observed in the vicinity of the S shore bridge area, as in previous years. In 1989, fluoride levels in maple foliage and forage decreased slightly from 1987 levels andwereamongstthe lowestto bedetectedsincethesurveybegan. In contrast, fluoride levels in Manitobamaplefoliageinthe Sshore bridge areain 1991 were markedly higher than 1989 and 1987 levels. Fluoride levels in forage also were increased in the survey area in 1991. The Upper Limit of Normal (ULN) rural guideline forfluoride in tree foliage (15 ppm) was exceeded at several sites in both years. Fluoride levels in maple foliage in the S shore bridge area in 1989 (140 ppm) and 1991 (375 ppm) were several times higherthan the ULN. The ULN forforage (12 ppm) wasconsistentlyexceeded atthe Sshore bridgesite in both years, as well as atthe N. Point site in 1991. Foliarinspections in 1989 and 1991 revealed no majorchange in the degree and extent of injury from the previous year. The increase in fluoride levels in vegetation in 1991 corresponded with an increase in ambient fluoride levels in the S shore bridge area. Weather conditions were also a contributorto the increase in vegetation fluoride levels on Cornwall Island in 1991.
