The confer- ence was held in Kherson, Ukraine, during September 28 – October 2, 2021, with a focus on research advances in ICT, business or academic applications of ICT, and designanddeploymentofICTinfrastructures.Toourregret,theCOVID-19pandemic situation did not allow us to organize the conference as a full face-to-face gathering. Therefore, the conference proceeded in a hybrid mode. ICTERI 2021 continued the tradition of hosting co-located events this year by offering seven workshops and a PhD Symposium. The workshops addressed the following: (1) 3L-Person 2021: new and emerging technologies in education, learning envi- ronments, and methods that aim at satisfying the life-long learning needs of a person based on the use of a person-oriented approach. (2) CoSinE 2021: theory and practice of computer simulation in education, with special emphasis on real-world applications and settings. (3) ITER 2021: research advances and business and academic applications of ICT related to solving practical economic problems, and pushing forward economic research (4) MROL 2021:newand emerging technologies application in the open systems of higher education, including exploring the use of open education and research tools,resources,andmethodsforformingacreativeandICTcompetentpersonin view of European Research Area development. (5) RMSEBT2021:rigorousmethodsusedindifferentfieldsofsoftwareengineering, inparticular,thespecification,verification,andoptimizationofsoftware;software analysis, modeling, and business rule extraction; software testing; re-engineering problems; and modeling and verification of token economies. (6) TheRMIT 2021: building an efficient and effective bridge between the mathe- matical reliability and engineering practices in safety-critical industries and domainslikeenergygrids,aerospace,railwayandautomotivesystems,andhealth systems. (7) UNLP 2021: providing a platform for discussion and sharing of the ideas and methods aimed at the development of computational tools for a wide variety of Ukrainian natural language processing tasks. ThePhDSymposiumprovidedtheopportunityforPhDcandidatestopresent,listen to, and discuss the research on the topics relevant to ICTERI. The proceedings of the ICTERI 2021 Main Conference, PhD Symposium, and Posters session have been published by CEUR-WS as volume 3013. The proceedings offive ofthecolocated workshops (ITER,MROL, RMSEBT,TheRMIT,andUNLP), vi Preface have been published by Springer as CCIS volume 1635. The proceedings of the 3L-Person and CoSinE workshops were published separately by CEUR-WS as vol- umes 3104 and 3083, respectively. These volumes contained 99 papers selected from 303 submissions. The best 24 of these papers were nominated by the program chairs, workshop chairs, and ICTERI steering committee to be invited for submission, in substantially extendedand revised versions, for this proceedings volume.Out ofthese submissions,theProceedingsReviewPanelselectedthe12mostmatureandinteresting contributionsforpublication.Theacceptanceratethuswas4%inrespectoftheoverall number of ICTERI 2021 paper submissions. The papers in this volume were grouped into four topical parts. Part I collected the papers dealing with the fundamentals of ICT and potential impacts of these contributions on various ICT-related industrial sectors. The contri- butions spanned abstract random machines, algebraic virtual machines, intelligent cellular overlay networks, and latent image representations. Part II collected contributions in natural language processing for the Ukrainian language. These papers focused on the automated identification of discourse connec- tives and comparative evaluation of NLP models for Ukrainian text classification. Part III focused on the deployments and applications of novel ICT. The fields of application included detecting and fixing effort estimations in business process mod- eling and management, use of machine learning in robo-advisors for investment portfolio management, algebraic modeling for solving the problems in organic chem- istry, and performance evaluation of microcomputers. Finally, part IV dealt with the development and use of novel ICT in teaching and learning.Thecontributionsinthispartfocusedontrackingeducationalcontentandtest item quality for adaptive testing.
