TheCommission’s board is comprised of twelve legislators-split evenly between the House and Senate and between Democrats and Republicans. The Commission has three internal units--Revenue, Pensions, and Research, each of which has a staff of analysts and researcherswho analyzepolicy proposals, legislation, state revenues& expenditures, and benefit programs, and whoprovide researchservices to membersand staff of theGeneralAssembly. TheCommission’s Revenueand Pension Units annually publish a number of statutorily mandated reports as well as on-demand reports in regard to Illinois’ financial and economic condition, the annualoperating and capital budgets, public employee retirement systems, and other policy issues. The Research Unit fulfills research requests from legislators, legislative committees, and partisan staffs. The staff’s areas of expertise include law generally, scienceandtechnology, taxation, education, local government,economics andfiscal affairs,andthepolitical and social history of Illinois. Additionally, the Research Unit publishes the First Reading newsletter, Illinois Tax Handbook for Legislators, Federal Funds to State Agencies, various reports detailing appointments to State Boards and Commission, and a number of other publications.
