When used, such measures effectively close the markets of the importing countries to competition from outside for a certainperiodoftime.Exportersthatarefacedwithsuchmeasurescan try either to convince their government to bring a case against the governmentoftheimportingcountryintheWTOortouse,themselves, the judicial review mechanism of the importing country.
