It is our hope that Massachusetts health maintenance organizations, working with their communities, will begin to adopt and implement these voluntary Guidelines. For those health maintenance organizations which already sponsor community benefits programs, it is our hope that these Guidelines inspire even greater efforts. The Attorney General wishes to extend his personal appreciation to everyone who provided assistance to this office during the development and refinement of these Guidelines. We received constructive comments and suggestions from the Massachusetts Association of HMOs, Health Care For All, Blue Cross and Blue Shield of Massachusetts, and many other health care providers, consumer advocacy organizations, and individuals. Where those were consistent with the goals of our initiative, we incorporated them into the final version. We continue to welcome feedback from health maintenance organization administrators, health care advocates, consumers, community representatives, and others. With change in the health care marketplace already underway, the process outlined in these Guidelines will undergo continued evolution and refinement.
