RFP INTENT, INSTRUCTIONS & INFORMATION Vendors shall indicate, by each underlined paragraph header, in the respective column as to whether they comply the component or not, with a Y in the Yes column or an N in the No column. Any paragraph component without an indication or incorrectly marked will be logged as non-compliant. Sealed Requisition for Proposal, henceforth called RFP’s will be received by Bluffton Township Fire District, herein referenced as the “Fire District”, for the furnishing of all necessary labor, equipment and material for the fire apparatus and other equipment as outlined in the following specifications. Sealed RFP’s should be delivered in person or mailed to Bluffton Township Fire District, Attention: B/C Steve McKinley, 357 Fording Island Road, Bluffton, SC 29909 until 3:00 p.m., March 20, 2015. All RFP’s will be time / date stamped when received. If mailed, it is the vendor’s responsibility to make sure RFP is sent with and a delivery confirmation is received. Sealed RFP’s received after the aforementioned time & date will be returned unopened to the vendor. RFP TIMELINE RFP release, February 18, 2015 RFP question submission deadline, March 10, 2015 RFP submission deadline, March 20, 2015, 3:00 p.m. RFP closing, March 20, 2015, 3:00 pm, @ Station 35, 357 Fording Island Road The sealed RFP’s will be received until 3:00 pm on March 20, 2015, there will be no public opening for the RFP s and information concerning the responses will not be available to the public until after the contract is awarded. All information contained in the submitted RFP document shall remain valid for 90 days from opening. Bluffton Township Fire District reserves the right to reject any and all RFP’s. The RFP’s will be evaluated based on the best interest and performance requirements that meet the needs of the Bluffton Township Fire District. All questions regarding this RFP shall be directed to Battalion Chief Steve McKinley in an email format addressed to [email protected]. Phone calls with questions are prohibited and will not be accepted. INTENT OF SPECIFICATIONS It shall be the intent of these specifications to cover the furnishing and delivery of one (1) complete NFPA 1901 fire apparatus. These detailed specifications cover the 5 | P a ge requirements as to the type of construction, finish, equipment and tests to which the fire apparatus shall conform. Minor details of construction and materials, which are not otherwise specified, are left to the discretion of the manufacturer, but must meet the approval of Bluffton Township Fire District. INSTRUCTIONS TO VENDORS The Bluffton Township Fire District is a political subdivision of Beaufort County. The Fire District and potential vendors will follow Beaufort County’s Purchasing Ordinance, Division 4 of the Code of Ordinances which may be found on the County website, www.bcgov.net/departments/finance. RFP’s shall only be considered from companies that have an established reputation in the field of fire apparatus construction and have been in business for a minimum of 20 years. Furthermore, in order to insure fair, ethical, and legal competition, neither the original equipment manufacturer (O.E.M.) nor parent company of the O.E.M. shall have ever been fined or convicted of price fixing, bid rigging, or collusion in any domestic or international fire apparatus market. The vendor shall only represent one line of apparatus. Each vendor shall furnish satisfactory evidence of their ability to construct the apparatus specified. Any apparatus manufacturer or their parent company which has had a performance bond called in the last 10 years shall not be eligible to bid. Any bids from these manufactures shall be immediately rejected. Each RFP shall be accompanied by a set of manufacturer's specifications consisting of a detailed description of the apparatus, construction methods, and equipment proposed to which the apparatus furnished under contract shall conform. These specifications shall indicate size, type, model and make of all components parts and equipment, providing proof of compliance with each and every item in the Bluffton Township Fire District's advertised specifications. Three hard copies of this document are required with one marked “Original”. In addition, one (1) electronic copy shall be included on a CD. Bluffton Township Fire District will utilize this advertised specification to compare all submitted bid proposals. To facilitate comparison, all bid proposal specifications shall be submitted in the same sequence as the advertised specification. The purchaser's specification shall, in all cases, govern the construction of the apparatus, unless a properly documented exception or change order has been approved by Bluffton Township Fire District. THE BLUFFTON TOWNSHIP FIRE DISTRICT RESERVES THE RIGHT TO REJECT ANY AND ALL RFP’S WHICH DO NOT MEET THESE 6 | P a ge SPECIFICATIONS AND TO DEEM WHICH BID SERVES THE BEST INTEREST OF THE BLUFFTON TOWNSHIP FIRE DISTRICT. THE DISTRICT ALSO RESERVES THE RIGHT TO NEGOTIATE AND OR MAKE SUBSTITUTIONS WITHIN THIS RFP. EXCEPTIONS These specifications are based upon design and performance criteria which have been developed by the fire department as a result of extensive research and careful analysis. Subsequently these specifications reflect the level of quality and performance of the type of fire apparatus that is acceptable at this time and all specifications herein contained are considered as minimum. Vendors shall indicate, by each paragraph with a “yes or no” in the respective column, as to whether their RFP complies with the paragraph. Any paragraph without an indication will be logged as non-compliant. If a product brand name is specified and it is commercially available to all vendors, an exception to such items is not acceptable. On the other hand a manufacturer shall not provide an item that is commercially available and when replacement is needed, the item is found to be proprietary to the manufacture. Example; Bluffton Township Fire District needs to replace a cab lift pump. The cab lift pump label contains the company contact information, a model & part number. When the company is contacted, BTFD is told the part is proprietary and must be purchased through the apparatus manufacturer. The exception to the above statement is, if the components are manufactured and or built by the apparatus manufacturer, those item(s) would be considered proprietary. All other components will be available for purchase from respective component vendors. The vendor may submit an exception as long as the exception is equal to or superior to that specified and provided the exception is listed with fully detailed explanation on a separate page, as described below. All deviations, no matter how slight, shall be clearly explained on a separate sheet, in the bid sequence, citing the page and paragraph number(s) of the specifications, how the proposal deviation is different, how the deviation meets or exceeds the specifications and why it is necessary, and entitled "EXCEPTIONS TO SPECIFICATIONS". The Bluffton Township Fire District reserves the right to require a vendor to provide proof in each case that a substituted item is equal to that specified. The Bluffton Township Fire District will determine if the substituted item is equal to or better and decide whether to accept or reject the excepted item. All decisions are final. GENERAL DESIGN AND CONSTRUCTION The cab, chassis and body are to be entirely designed, fabricated, assembled and painted by the vehicle manufacturer. 7 | P a ge QUALITY AND WORKMANSHIP All steel welding shall follow American welding Society D1.1-2004 recommendations for structural steel welding. All aluminum welding shall follow American welding Society and ANSI D1.2-2003 requirements for structural welding of aluminum. All sheet metal welding shall follow American Welding Society B2.1-2000 requirements for structural welding of sheet metal. Flux core arc welding to use alloy rods, type 7000, American welding Society standards A5.20-E70T1. Employees classified as welders are tested and certified to meet the American Welding Society codes upon hire and every three (3) years thereafter. The manufacturer shall be required to have an American welding Society certified welding inspector in plant during working hours to monitor weld quality. The manufacturer shall also be certified to operate a Quality Management System under the requirements of ISO 9001. These standards sponsored by the International organization for Standardization (ISO) specify the quality systems that shall be established by the manufacturer for design, manufacture, installation and service. A copy of the certificate of compliance shall be included with the bid. To demonstrate the quality of the product and service, each vendor shall provide a list of at least 5 (five) fire departments/municipalities with contact information, that have purchased from the representing dealer. MANUALS AND SERVICE INFORMATION The manufacturer shall supply at time of delivery, complete operation, maintenance & parts manuals covering the complete apparatus as delivered. (1) Electronic and (2) hard bound copies are required. A permanent plate shall be mounted in the driver’s compartment which specifies the quantity and type of fluid required including engine oil, engine coolant, transmission, pump transmission lubrication, pump primer and drive axle. PERFORMANCE TESTS AND REQUIREMENTS A road test shall be conducted with the apparatus fully loaded and a continuous run of ten (10) miles or more shall be made under all driving conditions, during which time the apparatus shall show no loss of power or overheating. The transmission drive shaft or shafts, and rear axle shall run quietly and be free from abnormal vibration or noise throughout the operating range of the apparatus. Vehicle shall adhere to the following parameters: A) The apparatus, when fully equipped and loaded, shall have not less than 25 percent nor more than 50 percent of the weight on the front axle, and not less than 50 percent nor more than 75 percent on the rear axle. B) The apparatus shall be capable of accelerating to 35 mph from a standing start within 25 seconds on a level concrete highway without exceeding the maximum governed rpm of the engine. C) The service brakes shall be capable of stopping a fully loaded vehicle in 35 feet at 20 mph on a level concrete highway. The air brake system shall conform to Federal Motor vehicle Safety Standards (FMVSS) 121. D) The apparatus, fully loaded, shall be capable of obtaining a speed of 50 mph on a 8 | P a ge level concrete highway with the engine not exceeding the governed rpm (full load). FAILURE TO MEET TEST In the event the apparatus fails to meet the test requirements of these specifications on the first trial, second trials may be made at the option of the vendor within 30 days of the date of the first trial. Such trials shall be final and conclusive and failure to comply with these requirements shall be cause for rejection. Failure to comply with changes to conform to any clause of the specifications, within 30 days after notice is given to the vendor of such changes, shall also be cause for rejection of the apparatus. Permission to keep or store the apparatus in any building owned or occupied by the purchaser or its use by the purchaser during the above-specified period with the permission of the vendor shall not constitute acceptance. SINGLE SOURCE MANUFACTURER RFQ’s shall only be accepted from a single source apparatus manufacturer. The definition of single source is; a manufacturer that designs and manufactures their products using an integrated approach, including the chassis, cab and body being designed, fabricated and assembled on the manufacturer's premises. The warranties relative to all major components (excluding component warranties such as engine, transmission, axles, pump, etc.) must be from a single source manufacturer and not split between manufacturers (i.e. body, cab, chassis). The vendor can / may be asked to provide evidence that they comply with this requirement. WARRANTY & SERVICE The warranty & service shall consist of two (2) parts. First, the dealer and manufacturer warranty service and second, the Bluffton Township Fire District shall be a warranty center representing the manufacturer. SERVICE AND WARRANTY SUPPORT (DEALER) TO GUARANTEE FULL SERVICE AFTER DELIVERY, THE SELLING VENDOR / DEALERSHIP MUST BE CAPABLE OF PROVIDING SERVICE WHEN REQUIRED. The vendor/dealership shall show that the company is in position to render prompt service and to furnish replacement parts. Each vendor/dealership must be able to provide factory authorized service and parts capable of satisfying the warranty service requirements and parts requirements of the vehicle(s) being purchased. Service should be available within 24 hours of notification and parts within 48 hours of notification. A factory authorized service/repair center should be located within a reasonably acceptable distance from The Bluffton Township Fire District. SERVICE AND WARRANTY SUPPORT (MANUFACTURER) The manufacturer shall provide adequate factory training for four (4) Bluffton Township Fire District Maintenance Technicians, up to 24 hours each at no additional cost to the District. Parts identification shall be provided to both the dealer and the Fire Department through an on line web based application for the specific truck reflected in this specification and or (3) electronic copies of the same information including an “As built part list” with all applicable part numbers and descriptions of all materials used in the manufacturing process. The web based application access will be granted using the specific VIN number of the vehicle. The online web application will provide the ability to view complete bills of materials, digital photographs, parts drawings, assembly drawings, and access to all current operation, maintenance and service publications. The manufacturer must also maintain a 24 hour/ 7 day a week, emergency hotline. WARRANTY & SERVICE SUPPORT (BLUFFTON TOWNSHIP FIRE DISTRICT) The Bluffton Township Fire District shall be a warranty center representing the manufacturer awarded the contract. The manufacturer and Bluffton Township Fire District shall negotiate an hourly rate for warranty repairs performed by the District. The District shall be compensated for all time & materials used or related to warranty repairs. Parts for warranty repairs shall be furnished by the manufacturer. LIABILITY The successful vendor shall defend any and all suits and assume all liability for the use of any patented process including any device or article forming a part of the apparatus or any appliance furnished under the contract. To ensure this will occur, the vendor shall carry the following minimum insurance.
