The National Academy of Sciences is a private, nonprofit, self-perpetuating society of distin- guished scholars engaged in scientific and engineering research, dedicated to the furtherance of science and technology and to their use for the general welfare. Upon the authority of the charter granted to it by the Congress in 1863, the Academy has a mandate that requires it to advise the federal government on scientific and technical matters. Dr. Bruce M. Alberts is president of the National Academy of Sciences. The National Academy of Engineering was established in 1964, under the charter of the Na- tional Academy of Sciences, as a parallel organization of outstanding engineers. It is autonomous in its administration and in the selection of its members, sharing with the National Academy of Sciences the responsibility for advising the federal government. The National Academy of Engineering also sponsors engineering programs aimed at meeting national needs, encourages education and research, and recognizes the superior achievements of engineers. Dr. William A. Wulf is president of the National Academy of Engineering. The Institute of Medicine was established in 1970 by the National Academy of Sciences to secure the services of eminent members of appropriate professions in the examination of policy matters pertaining to the health of the public. The Institute acts under the responsibility given to the National Academy of Sciences by its congressional charter to be an adviser to the federal government and, upon its own initiative, to identify issues of medical care, research, and education. Dr. Kenneth I. Shine is president of the Institute of Medicine. The National Research Council was organized by the National Academy of Sciences in 1916 to associate the broad community of science and technology with the Academy’s purposes of furthering knowledge and advising the federal government. Functioning in accordance with general policies determined by the Academy, the Council has become the principal operating agency of both the National Academy of Sciences and the National Academy of Engineering in providing services to the government, the public, and the scientific and engineering communities. The Council is administered jointly by both Academies and the Institute of Medicine. Dr. Bruce M. Alberts and Dr. William A. Wulf are chairman and vice chairman, respectively, of the National Research Council. WILMOTH, University of California, Berkeley iv Preface The Committee on Population was established in 1983 by the National Re- search Council, under the charter of the National Academy of Sciences, to bring the knowledge and methods of the population sciences to bear on major issues of science and public policy. Much of the committee’s work has concerned the demography and health of aging populations. Together with the Committee on National Statistics and the Institute of Medicine, the Committee on Population sponsored a Workshop on Forecasting Survival, Health, and Disability in 1992. Also in 1992, the committee organized a Workshop on the Demography of Aging covering a range of topics, from household and family demography, to work and retirement, intergenerational transfers, and health (Demography of Aging, 1994). A 1994 workshop examined the reasons for continued racial and ethnic differ- ences in health and survival at older ages (Racial and Ethnic Differences in the Health of Older Americans, 1997). It was clear from all these efforts that future work on the progress of life expectancy at older ages would require genuine interdisciplinary communication between (and within) the social and life sciences. This concern led the committee, with funding from the National Institute on Aging (NIA), to organize a series of planning and discussion meetings, culminat- ing in a workshop in Washington in April 1996, at which demographers, evolu- tionary theorists, genetic epidemiologists, anthropologists, and biologists from many different scientific taxa could meet and share contributions to the under- standing of human longevity. These were exciting occasions, as I believe this volume, consisting of revised versions of some papers originally presented at the April workshop, attests. v vi PREFACE The call for interdisciplinary communication is often just a polite but incon- sequential line in conclusions or book reviews, or a grandiose promise in confer- ence proposals. Making it happen productively requires a good deal of prepara- tion and commitment on the part of scholars, all with competing demands on their time and attention. The committee was especially fortunate to get advice and help from thoughtful and busy individuals. We would like to thank Richard Suzman of NIA, who saw the need, shared his ideas, and infected all of us with his enthusiasm. Kenneth Weiss of Pennsylvania State University was especially helpful; he was uniquely qualified to tell us what would interest scientists work- ing in a whole range of fields, and what they knew that would interest the rest. Wachter This volume takes stock of what biology and demography have to tell and ask each other about human longevity as we move into the Third Millennium. The timing is auspicious. First, recently published works have made the base of accumulated biological knowledge accessible. Finch (1990) has written an au- thoritative summary of the comparative biology of senescence. Charlesworth (1994) and Rose (1991) have covered evolutionary theory for aging, and Stearns (1992) has covered organism life-history analysis. A historical perspective has been given by Olshansky and Carnes (1997). Second, the initial harvest of results from program projects combining biology and demography sponsored by the U.S. National Institute on Aging has just reached the scientific literature. The remarkable hazard functions for a million Mediterranean fruit flies (Carey et al., 1992) and for genetically uniform populations of Drosophila (Curtsinger et al., 1992) are prominent examples. Now is the moment for planning the next waves of joint research. Third, forecasting survival and health for the oldest-old over the next 50 years has become an urgent political need, as developed societies try to plan for avoiding bankruptcy for their social insurance and medical systems. Our uncertainty as to whether current trends will continue or taper is bound up with our uncertainty about the general nature of biological limits to longevity. This introductory chapter is a personal overview from the vantage point of a demographer. A balancing perspective from the vantage point of a biologist appears in Caleb Finch’s concluding chapter. As I see it, for demographers today, the golden challenge is to make the right judgment call predicting our children’s life spans. Will the recent pace of gains in life expectancy and active life expect- ancy extend to the next generation, or are we approaching the point of diminish- 1
