W:\PROJECTS\1378\1378-039\Documents\Technical Studies\4th version - with County-supplied comments incorporated Technical Studies\4th Phase I Tech Report\Rev Phase I_ Catalina 5-10-11\Section 0 Table of Contents_edited.doc Page ii SECTION 1.0 EXECUTIVE SUMMARY 1.1 SITE LOCATION The Catalina Renewable Energy Project property (subject property, or project property) is located in an unincorporated portion of Kern County, California, approximately 9 miles northwest of the City of Rosamond, California, and approximately 12 miles southeast of the City of Tehachapi, California (Figure 1.1-1, Regional Vicinity Map). State Route (SR) 58 (Blue Star Memorial Highway) is located approximately 11 miles to the north of the subject property, SR 14 (Antelope Valley Freeway) is approximately 11 miles to the east, and SR 138 (West Avenue D) is approximately 6 miles to the south (Figure 1.1-2, Project Location Map). The subject property is primarily located to the south and west of the intersection of Backus Road and Tehachapi–Willow Springs Road. The proposed project property is an irregular-shaped site encompassing approximately 7,472 acres. The subject property is depicted on the U.S. Geological Survey (USGS) 7.5-minute series Tylerhorse Canyon,1 and Willow Springs,2 topographic quadrangles (Figure 1.1-3, Topographic Map with USGS 7.5-Minute Map Index). The proposed project is located within Township 10 North, Range 14 West, Sections 9, 14, 15, 16, 20, 21, 22, 23, 26, 27, 28, 29, 30, 31, 32, 34, and 35, and Township 10 North, Range 15 West, Section 25. The subject property ranges in elevation from 3,000 feet to 3,880 feet above mean sea level at the southeastern-most and northwestern-most corners of the proposed project boundary, respectively (Figure 1.4-3). 1.2 SITE SURVEY INSPECTION DATES The subject property was reviewed on two separate occasions. As a part of the Avalon Renewable Energy Project, the property was inspected on April 23 and 24, 2009. The Catalina Renewable Energy Project resulted from reconfiguration of the Avalon Renewable Energy Project area, and newly acquired parcels were inspected on December 8, 2010. 1.3 INDIVIDUALS PERFORMING THE PHASE I ENVIRONMENTAL SITE ASSESSMENT Ms. Madeline B. Worsnopp, hazardous materials coordinator, and Dr. M. Anthony Collins, senior hazardous materials specialist, performed the Phase I Environmental Site Assessment of the subject property associated with the April 2009 inspection. Mr. Andre Anderson, REA, CEC, CES, senior environmental compliance specialist; Ms. Donna Grotzinger, senior environmental compliance coordinator; and Ms. Leanna Guillermo, environmental compliance analyst, performed the Phase I Environmental Site Assessment of the subject property associated with the December 2010 inspection. 1 U.S. Geological Survey.
