This Report alone lists over eighty residents who serve on town and school boards, committees and commissions, and this is not the full story. Countless others provide time assisting, coaching and counseling our youth in activities like; PTA, Recreation Commission, Scouting, extra curricular sports, to name some examples. Additionally, others provide service programs and activities to all ages, via historical societies, service organizations and church groups that enhance the fabric ofourcommunity. There are further opportunities for volunteerism in both Town and School government, that can be gratifying and beneficial. They include the Board of Selectmen, School Board, Board ofFire Engineers, Library Trustees, and Budget Committee. In addition, the Planning Board, Zoning Board of Adjustment, Conservation Commission and Historic District/Heritage Commission, represent a year round commitment to the shaping, preservation and development ofthe community. The Budget Committee, for example, begins in October with an intense review ofthe town and school budgets, concluding activity with March Annual Meetings. The Town and School Treasurers, along with the Trustees of Trust Funds, are responsible for various aspects of financial management. The Moderators, Supervisors of Checkhst and Inspectors ofElection guide the legislative process. There are numerous times special committees are formed for a specific purpose, vital to the community, such as; Economic Development, Kimball Wildlife Forest, Land Conservation Task Force and Building Committees when needed. Please, do not hesitate to come forward with your talents, knowledge and special skills, to participate where you are most comfortable. We recognize your contributions and salute your dedication, without which Gilford would not exist as we know and enjoy it today. We are a Town to be proud ofbecause ofyou! ^ TABLE OF CONTENTS ITEMS FORACTION ATTHE 2000 ANNUALMEETINGS TownWarrant Town Budget 1 See Blue } School Warrant I Section School Budget Dedication 3 TOWN OFFICERS ListofTown Officers 6 TelephoneDirectory 10 ACTIVITY REPORTS OFOFFICERS, OFHCIALS,BOARDS,COMMITTEE AND COMMISSIONS Reportofthe Selectmen 13 Reporton Census 2000 15 Report ofthe Assessor 16 Report oftheTown Clerk 18 Reportofthe Department ofPlanning andLand Use 19 Reportofthe Police Department 22 Report ofthe DepartmentofPublic Works 24 Report ofthe Fire Department 27 Report ofthe Town Forest Fire Warden 30 Report ofthe Recreation Commission 32 Reportofthe Librarian andLibraryTrustees 36 Report ofthe Trustees ofTrustFunds 40 Report ofthe OverseerofPublic Welfare 41 Reportofthe Old Home Day Committee 42 Report oftheTask Force on Drug/Alcohol Abuse Prevention 44 Reportofthe Land Conservation Task Force 46 Reportofthe Benjamin Rowe House Committee 47 Report ofthe Kimball Castle Committee 48 Reporton the March 9, 1999 Annual Meeting 49 Reporton March 10, 1999 RecessedTown Meeting 56 Report on theJune 16, 1999 Special Town Meeting 66 1 1999 FINANCIALRECORDS Certificate 70 Town Appropriations 71 Estimate ofRevenues 73 Summary Inventory ofValuation 74 Computation of 1999 Taxes Assessed 75 Comparative StatementofAppropriations,Expenditures and Carryover Appropriations 76 Summary ofReceipts 78 Tax Collector's Report 79 Summary ofTax Lien Account 81 Town Clerk's Report 82 Treasurer's Report/Conservation Commission Funds 83 ReportoftheTrustees ofTrustFunds 84 Auditor's Reporton FinancialPresentation 86 General FundBalance Sheet 92 Rowe House Balance Sheet 93 StatementofBondedDebt 94 Schedule ofTown Property 95 Vital Statistics 99 SCHOOL DISTRICTREPORTS Officers ofthe School District S2 Reporton the March 17, 1999, School DistrictMeeting S3 Reportofthe School BoardChairperson S8 Reportofthe Middle-High School Principal S1 Report ofthe Elementary School Principal S14 School Statistics S16 SchoolLunch Program S17 Special Education S19 Financial Reporton the School District S20 Auditor's Report on Financial Presentation S23 GUNSTOCK ACRES WATER DISTRICT FinancialReport V2 Town Officers 1999 OFFICERS ELECTED BY BALLOT AT TOWN MEETING Term Commencing on Day ofTown Meeting Three-Year Terms SELECTMEN Rudolph G.
