Qualifiedtovotein town Allans, You are hcai b\ notified to meet at the Veterans Memorial Hall in said Richmond on luesdas the 12th ofMarch, next at 1 1 00 A.M. ofthe clock in the morning to act upon the following subjects 1 To choose all necessary Town Officers for the year ensuing 2 1'o vote by ballot to accept the 2002 revision to the Richmond Zoning Ordinance as proposed b\ the Richmond Planning Board in accordance with the statutes ofthe State ofNew Hampshire Amend the ordinance as follows: Proposed Article 7 Aquifer Protection District 701 Purpose: The purpose ofthis section is in the interest ofpublic health, safety, and general welfare, to protect, preserve and maintain existing groundwater supply and groundwater recharge areas within the known stratified drift aquiferfrom adverse development, land use, practices ofdepletion ofwater, and to allowforrestoration ofdegradedgroundwatersupplies by establishing an Aquifer Protection District. 702 Location: 200 feet beyond the area defied by the D.E.S. map ofwater resources and point pollution sources (November 23, 1999 NHDES-WSEB). District Boundaries - when the boundary ofthe Aquifer Protection District is in dispute by any owner or abutters actually affected by said boundary, the Planning Board, at the owners/abutters request and expense, may engage a professional geologist or hydrologist to determine more accuratelythe preciseboundaryofthe AquiferProtectionDistrict withinthe properties affected. The Planning Board may, based upon appropriate findings and evidence, adjust the boundary or area designation ofthe Aquifer Protection District or reduce or expand the designation area to more correctly define the location and the extent ofthe aquifer on a site-specific, case by case basis.
