Memo No.DEEII(3)/1037/92, Dated: 26-6-2004,- It is proposed to hold an enquiry against Sri A.Chowdaraiah, DEE (PR) O/o PRSD Podalakur-Nellore dist. in accordance with the procedure laid down in Rule 20 of the Andhra Pradesh Civil (Classification, Control and Appeal) Rules, 1991. 2. The substance of the imputations of misconduct or misbehavior in respect of which the inquiry is proposed to be held is set out in the enclosed statement of articles of charges (Annexure-I). A list of documents by which, and a list of witnesses by whom, the articles of charges are proposed to be sustained are also enclosed (Annexure-II & III). 3. Sri A.Chowdaraiah, DEE (PR) O/o PRSD Podalakur-Nellore district is directed to submit within (15) days of the receipt of this memo a written statement of defence. 4. Sri A.Chowdaraiah, DEE (PR) O/o PRSD Podalakur-Nellore district is informed that enquiry will be held only in respect of those article of charges as are not admitted. He should therefore, specifically admit or deny each article of charge. 5. Sri A.Chowdaraiah,DEE (PR) O/o PRSD Podalakur-Nellore district is further informed that if he does not submit his written statement of defense on or before the time specified in para-3 above further action will be processed based on the material available. 6. Attention of Sri A.Chowdaraiah,DEE (PR) O/o PRSD Podalakur-Nellore district is invited to Rule 24 of the P. Civil Services (Conduct) Rules, 1964, under which no Government servant shall bring or attempt to bring any political or outside influence to bear upon any superior authority to further his interests in respect of matters pertaining to his service under the Government. If any representation is received on his behalf from another person in [ 1 ] 2 ANDHRA PRADESH GAZETTE, January 18, 2018 respect of any Matter dealt with in these proceedings it will be presumed that Sri A.Chowdaraiah, DEE (PR) O/o PRSD Podalakur, Nellore district aware of such a representation and that it has been made at his instance and action will be taken against him for violation of Rule 24 of the A.P. Civil Services (Conduct) Rules, 1964. ANNEXURE-I Statement showing the Article of charges framed against Sri A. Chowdaraiah, Dy. Executive Engineer. O/o PR Sub division, Podalakur, Nellore district. Charge Sri A. Chowdaraiah while working as DEE (PR) O/o PRSD Podalakur Nellore district. Has initially applied for study leave w.e.f.12-12-91 to 11-12-94 (3 years) which was also sanctioned. He had failed to join duty as stated byn him in his application dt.30-11-96 and stayed away to his duties, which is a wilful absence and caused dislocate of the work. Thus he has failed to comply with the conduct rules and deliberately avoided to join duty. Basis The individual was sanctioned study leave on his request from 12-12-91 to 11-12-94 vide Procgs.No.G2/1037/92,dt. 12-3-94. Subsequently he has requested to extend the study leave upto11-12-96 vide his representations Dated:15-11-94 & 20-11-95. In the mean time the individual in his representation Dt: 30-11-96 by post from Nellore has requested to issue posting orders and intimated that he had completed his M.S.course in computers at USA and requested for extension of leave from 12-12-94 to l 1-12-96. Since then the individual has failed in bounding to his words stated in the letter Dt: 30-11-96 and neither reported to duty nor responded till date. Thus he has violated the conduct rules and absconding to his duties causing in convenience to the Dept. Which clearly shows his dis obdience to the legitimate duties and prevailing rules. Thus he has violated the leave and conduct rules. Hence the charge.
