City Council Members Present: Todd Bjerstedt, Jeff Bjork, David Cronk, Christopher Gagne, Scott Morrissette, Diane Odeen, Hal Watson Members Absent: None Staff Present: Scot Simpson, City Administrator; Julie Bergstrom, Assistant City Administrator; Gordon Young, Police Chief; Amy Peterson, Development Services Director; Brandt Johnson, Management Analyst Fellow; City Attorney Dan Gustafson; Reid Wronski, City Engineer; Keri Schreiner, Management Analyst; Scott Nelson, Fire Chief; Kevin Westhuis, Utility Director; Mike Stifter, Operations Director; Nancy Miller, Library Director Others: Thomas Jensen, Pat Crowley, others The Pledge of Allegiance was said. APPROVAL OF MINUTES: March 28, 2017, Regular Meeting and Closed SessionMinutes MSC Cronk/Gagne approve minutes. Unanimous. APPROVAL OF BILLS: Bills $422,518.73 MSC Watson/Bjerstedt move to approve bills subject to the comptroller. Unanimous. PUBLIC COMMENT, PETITIONS, REQUESTS AND COMMUNICATIONS: Thomas Jensen, 2120 Greenwood Valley Drive, expressed his concerns regarding Greenwood Valley Drive and the intersection of Cemetery Road and Main Streets. He was concerned about speeding and the traffic at these locations. At the conclusion of Jensen’s remarks, Mayor Toland said he would speak with the Police Chief about his concerns. Recognition of Alderperson Cronk Library Director Nancy Miller thanked Alderperson Cronk for his many years of service on the Library Board. She said he has been a calm and informed member of the board. She really appreciated his time and efforts. The Mayor personally thanked Alderperson Cronk for his service. The Mayor then read a statement of recognition and thanks. He presented Cronk with a plaque. Alderperson Cronk said it was an honor to represent the citizens. He talked about the pride in the community and said the continued work by the Council and staff would continue to make everyone feel more pride in the future. Alderperson Bjork paid tribute to Cronk saying he was one of the reasons that make River Falls so special and great. Alderperson Morrissette talked about Dave’s assistance when he got on Council and the great respect he had for him. He appreciated everything Cronk had done. PUBLIC HEARING: Ordinance 2017-09 - an Ordinance Amending the Definition of Building Height in Title 17-Zoning of the Municipal Code - Second Reading and Disposition 2 The Mayor recessed into a Public Hearing at 6:51 p.m. for public comment. There was none. At 6:52 p.m., the Mayor moved back into Open Session. MSC Morrissette/Cronk move to approve the ordinance. Unanimous. Ordinance 2017-10 - An Ordinance Establishing Regulations for Columbaria and Mausoleums in Title 17- Zoning of the Municipal Code - Second Reading and Disposition The Mayor recessed into a Public Hearing at 6:52 p.m. for public comment. There was none. At 6:53 p.m., the Mayor moved back into Open Session. MS Watson/Bjork move to approve the ordinance. City Administrator Simpson noted the ordinance numbering was off in the packet but said the ordinance numbers were correct on the agenda. Watson amended his original motion to approve an Ordinance Establishing Regulations for Columbaria and Mausoleums in Title 17-Zoning of the Municipal Code. Second by Cronk. Unanimous. Ordinance 2017-11 - An Ordinance Amending Chapter 2.16 Fire Protection - Second Reading and Disposition The Mayor recessed into a Public Hearing at 6:54 p.m. for public comment. There was none. At 6:54 p.m., the Mayor moved back into Open Session. MS Odeen/Cronk move to approve the ordinance. Bjork asked about the ordinance number. Simpson said it was correct on the agenda and in the packet. The motion passed unanimously. Combination “Class A” Liquor and Class ”A” Beer License for Shopko Stores Operating Co. LLC – Disposition by motion The Mayor recessed into a Public Hearing at 6:54 p.m. for public comment. There was none. At 6:55 p.m., the Mayor moved back into Open Session. MS Morrissette/Gagne move to approve the license. Morrissette had questions for the agent. Morrissette asked Pat Crowley if he understood the role of an agent; if he understood that if he was not present at the time of any alcohol infractions, he was still responsible; and if he taken his responsible server class. Crawley answered yes to all. The license was approved unanimously. CONSENT AGENDA: Resolution No. 6140 Regarding Extension of Agreement for Prosecution Services with Bakke Norman Law Office MSC Odeen/Morrissette move to approve the Consent Agenda. Unanimous. ORDINANCES AND RESOLUTIONS: Ordinance 2017-12 Amending Section 2.08 of the City of River Falls Municipal Code Regarding Appointed Officials-First Reading No comment. REPORTS: Emergency Weather Awareness Report Chief Young provided a report on severe weather awareness week. The City will be holding two tornado drills on April 20. Young talked several things including the 2017 siren testing schedule, the location of the eight sirens and when they are activated, the types of hazards, the Hoffman Park Storm Shelter, Skywarn storm spotting class, and emergency preparedness. Chief Young provided some information websites for the public: www.ready.gov and www.nws.noaa.gov. He also talked about the Everbridge system of mass notification that the public can sign up for on the Police Department’s webpage. Alderperson Morrissette asked questions about signing up for Everbridge and also about the storm spotter class. Alderperson Gagne asked about the Everbridge system. Gagne had further questions. Alderperson Odeen asked if the City used National Weather Service alerts. Young said yes. City Administrator’s Report City Administrator Simpson mentioned important dates. He expressed appreciation for Alderperson Cronk’s service and appreciation on behalf of City staff. 3 ANNOUNCEMENTS: Mayor’s Appointment RIVER FALLS HOUSING AUTHORITY Appointment of Matt Fitzgerald to fill vacancy through December 2022 MSC Morrissette/Cronk move to approve the appointments. Unanimous. MS Cronk/Morrissette move to adjourn at 7:18 a.m. Unanimous. Respectfully submitted, Kristi McKahan, Deputy City Clerk 4 2 MEMORANDUM TO: Mayor Toland and City Council FROM: Brandt Johnson, Management Analyst Fellow DATE: April 25, 2017 TITLE: Ordinance 2017-12 Amending the Municipal Code Regarding Appointed Officials – Second Reading and Disposition RECOMMENDED ACTION Adopt Ordinance 2017-12 Amending the Municipal Code Regarding Appointed Officials. First Reading is scheduled for April 11, 2017, and Second Reading for April 25, 2017. BACKGROUND It is important that, from time to time, departments review and update their ordinances to reflect changes to City official titles, appointments and their terms within the Municipal Code. The purpose of this ordinance is to reflect current City official titles, appointments and their current term agreements in the Municipal Code. DISCUSSION The following outlines each of the proposed changes contained in the Ordinance. • Section 1: Updates and or removes the official titles and terms of the following positions: Update the City Clerk ‘How Appointed’ from City Council to City Council on o recommendation of City Administrator. Update the City Treasurer ‘How Appointed’ from City Council to City Council o on recommendation of City Administrator. Update the City attorney term from Annual to Contract. o Update the City Engineer ‘How Appointed’ from City Council to City Council on o recommendation of City Administrator. Update the City Assessor term from Annual to Contract. o Update the Health Officer term from Annual to Contract. o Remove the Public Works Director official title and replace it with Operations o Director. Update the Operations Director ‘How Appointed’ from City Council to City o Administrator. Update the City Auditors term from Annual to Contract. o 5 Update the Utility Director ‘How Appointed’ from City Council to City o Administrator. Update the Finance Director ‘How Appointed’ from City Council to City Council o on recommendation of City Administrator. Remove the Affirmative action officer official. o • Section 2: Removes the Public Works Director title and replaces it with Operations Director. • Section 3: Eliminates Section 2.08.200 that refers to the Affirmative Action Officer position. CONCLUSION Passage of the Ordinance 2017-12 amending the Municipal Code regarding Appointed Officials is recommended to reflect current City official titles, appointments and terms in the Municipal Code. 6 ORDINANCE NO. 2017-12 AN ORDINANCE AMENDING THE MUNICIPAL CODE REGARDING APPOINTED OFFICALS THE COMMON COUNCIL OF THE CITY OF RIVER FALLS DO ORDAIN: SECTION 1. That Section 2.08.020 of the City of River Falls Municipal Code be amended as follows: 2.08.020 - Appointed officials. That Section 2.08.150 of the City of River Falls Municipal Code be amended as follows: 2.08.150 - Public works director Operations Director. A.How Appointed. See Section 2.08.020 of this municipal code. B. Powers and Duties. The position of public works director Operations Director is created and the director shall have such powers and duties as set forth in the Wisconsin Statutes, and shall perform such other duties as may be adopted from time to time by the city council in the form of a job description. The public works director Operations Director shall supervise such subordinates and departments as the city council, by resolution, deems fit. 8 SECTION 4. That Section 2.08.200 of the City of River Falls Municipal Code be repealed. SECTION 5. This Ordinance shall take effect on the day after publication. Dated this 25th day of April, 2017. APPROVAL OF MINUTES M Morrissette/S Moody: Motion carried 5-0. PUBLIC COMMENTS There were no public comments at this meeting. CURRENT PLANNING 1. Public Review and consideration of a resolution authorizing professional services for a Community Signage and Wayfinding Master Plan Howe provided a brief update on the Community Signage and Wayfinding Master Plan project. She indicated that the request for proposals were sent out to six firms on February 17, 2017, and staff hosted a pre-proposal meeting on February 24 with all six firms were in attendance. Proposals were due on March 17 and four were received by staff. A review committee met on March 23 to review and rank the proposals based on the following factors: ability to provide timely and quality deliverables, experience of the project team and proven success of other projects, customer satisfaction and references, demonstrated understanding of the project, experience and creativity in graphic design, value of service relative to proposed costs, and quality and completeness of proposal. The committee narrowed it down to two firms and interviews and reference checks were conducted. Howe noted that Studio Graphique rose to the top of the list. Their proposal was well written and demonstrated the firm’s creativity while also providing an adequate level of detail on the project scope. The review committee felt they were the most likely to articulate River Fall’s unique story and to deliver a creative, visually appealing product. Further, they had glowing reviews from the references provided. Howe noted that moving forward, a steering committee will be formed and responsible for advising the planning process and making decisions. The Plan Commission will be kept informed of project progress over the six month planning period. Morrissette asked who would be on the steering committee. Howe responded that Studio Graphique recommends 6-8 individuals representing a variety of stakeholder groups, such as city officials, residents, business owners, developers, and institutional representatives. Reese asked when staff would expect wayfinding signs to be in place after the plan has been completed. Peterson responded that one of the purposes of the plan document is to outline an implementation and 10
