Public Comment Therewas noPublicComment. Steering Committee Update (not on agenda) • Vincent Fuqua reviewed thediscussionatthe Steering Committee,and noted thattherewill bepresentationsat the next twoCouncil meetings: <> Methamphetamine (Speed)useat the February meeting (02/12/04),and ^ Reviewing theTransgenderpopulationattheMarch meeting(03/11/04). Joani Mannoffadded thattherewasalsodiscussionofopening theParkingLotduring the Februaryand March Council meetings. Joanialso noted thatthisyear presentations totheCouncil would be moreoriented toward action,and less centered ondistributionof information. 3. Discuss the Structure of the Meeting Gayleasked thememberswhatsortof proceduretheywould like toadoptfortheCommittee's meetings: Roberts Rulesof Order orConsensus , Several members expresseda preferenceforthe less formal,Consensus,procedures. Dave Hookstated that itwould beuseful to knowwhat interventionsarecurrently inuse. => Headded that itwould beparticularlyuseful regarding populationswith increasing rates ofIncidencesuchasGWM. Johnsuggestedtakingan inventoryofwhatisworkingand what isn't. => Headdedthat, in lieuof budgetrestrictions,thisshould bedonewithaviewtode- fundingsomeaswellascontinuing,and/oradding to,thefundingofothers. Healsosuggested compilinga listofthenew interventionsavailable. Joani expressed herinterest inmoving beyondthemedical model ofone-to-one interventionsand exploringgroup-basedorcommunity-based model. Johnpointed outthatthe largestnumbersof peopleat riskareGWM,butthatthepeople mostatriskaretheTransgendered. Joani stated that SFdoesn't havedataonmanyof thepopulations thatareatcommonlyat high riskelsewhere inthecountry. < Lonssuggested thatoneof thethings theCommitteeshould do isdetermineifgroups athigh riskelsewhere,suchas African-Americanwoman,areatsimilar risk in SF. Stevestated that notall GWMareat equal risk. Headded that the model being used byMagnet is showingeffectiveness forGWMand may alsoworkforotherpopulations. & Magnet,hepointed out, isacommunity-based intervention,notamedical based model. < Heemphasized thatwhenprograms listen towhata communitywants ratherthanwhat theagenciesthinkthecommunitywants,they comeupwith effective interventions. Hepointedout, however,thatthe interventions that come fromwhat the community wants may not look likethemedical-based model. He cited theclub,"Divas"asproviding effectivecommunity-based intervention, withoutpreventionfunding Stevenoted thattrendsgo from WestCoastto Eastand thatoneof hisgoalswould befor some national HIVprevention priorities to beshaped bywhat the SF HPPCdoes. Franksuggested lookingat theexisting interventionsforcurrentappropriatenessand thereforeeffectiveness. Darasuggested thattheCommittee'sscopeof work includeconcreteactions. Franksuggested creatinga processtoreviewandsharenew interventionsamongprograms. < He cited incentivesasanexampleofatechnique thatshould beused inasimilar, coordinated wayratherthanthepresentvariations usedamongstagencies. Although henoted theideais controversial,healsosuggested communityorganizingwith drugdealers. • Eileensuggested thatameasurable,and practical,outcomecould bedemonstrated by collaborationbetweenagencies. • SheaddedthattheCommunity Forum inthe Bayview Hunters Point(BVHP)pointed tothe needto includeHIVprevention inwithotherservices. The integrationofPreventioninto otherservicescould beatangiblegoal forthis committee. • DarapointedoutthatDouglas Sebestawould beinvitedtotalkaboutthe"Thinkingoutside theboyworkgroup hehas been involvedwith.
