The federal Act to Promote the Education of the Blind was enacted by Congress in 1879. This act provides accessible educational materials to eligible students who meet the definition of blindness. Federal funds are available to organizations in each state to provide materials for students working at less than college level. These organizations may be residential schools for the blind, state departments of education, or other agencies serving people who are blind. Who Is Eligible?
