You people have done a very good job under the guidelines of the Court of Laws and in preserving the Constitution of our Unions. I am very much sure that, you have taken lots of efforts and painful endeavour, despite the examination period of your children. The re-verification of membership has converted into a grand success as the percentage of our membership has significantly gone up throughout India, this is a notable success of our Union and it was impossible without your incomparable efforts and workmanship. The Union has got an impressive increase in the percentage of our membership. The 18th All India Conference of our mighty organization National Union of Postal Employees Postmen & Group D/MTS has been scheduled to be held at Chaudhary Vishrantigrah, Koteshwar Road, Opp. Hospital, Ambaji, Taluka Danta, Dist. Banaskanta, Gujarat-385110, Gujarat Circle on 28th to 30th April, 2012 and 1st May, 2012. Circle is fully prepared to give a heroic welcome to the veteran leaders and delegates of this militant organization. In this Conference leaders of Postmen & Group D/MTS viz Central Union Office Bearers, Circle Secretaries, delegates and visitors from all corners of the country will join together to discuss, deliberate, debate and decide on issues that are now posing threats to the postal workers as also the existence of the postal services in its own shape. According to department following Challenges to be addressed in 11th and 12th Five Year Plan of Department of Posts: • Decline in Mail Traffic Highly unregulated Commercial Market in transmission of mail. • Unorganized and ad-hoc courier services operate only in profitable areas. • Commitments to USO and meet rising expectations of the customers. • Adapting to a rapidly evolving and increasingly technology - driven market. • Keeping pace with Economic Developments. • Become self sufficient despite subsidy provided on various products meet social obligation. Now the department of posts is doing business and all postal activities have been converted from public utility services to commercial oriented activities. In the present scenario and survival of the department, it is necessary that department should enter in new area of business including traditional services of the department and launch new services and products with its own postal bank. But without manpower it is not possible. It is our experience after introduction of new schemes and products that the whole burden is coming on the shoulders of postmen and MTS who is already over-burdened. At the local level authorities like SPMs, Sr. PMs, IP/SDIs, ASPs, SSPO's/DPS PMGs and CPMGs also, they are not implementing the orders issued by the directorate in the correct direction they are implementing the same at their own interpretation and discretion. They are not bothering about the genuine grievances of the staff because they are directly recruited Officers. Their duties are only how to harass staff in the name of Project Arrow and 100% delivery of articles, Rule 37, transfers, chargesheet suspended, Rule 56 J(i), Rule 48 J(i) compulsory retirement etc. All Group D/MTS, Postmen, Mailguards, PAs/SAs staff are under pressure and tension of heavy work load including 100% delivery of Aadhar Cards, UIT Cards etc. with the eyewash of showing less work. In this background the 18th All India Conference is meeting at very crucial point of the time when the Postal Workers and the Postal Services as a whole are facing the threats of being made an extinct category. The task is to discuss the issues, deliberate, debate the appreciation to each other and decide our ways and means by which we can fight out the anti workers and anti people policies of the Postal Department and Government. Ramamurthy, our founder father of National Union, FNPO. I joined Postal Department in the year 1-1-1983 and became a member of National Union. After coming in close contact with Shri P.S. Shivalkar, Shri R.J. Gaikwad, Shri Gurudev Singh, Shri B.M. Ghosh, Shri G.K. Padmanaban, Shri D. Theagarajan and so many other stalwarts of FNPO I came to about Shri K. Ramamurthy’s Trade Union movements. I was attracted towards his clarity of thoughts and services to Trade Union and then started to read the history of his Trade Union activities. His lifestyle towards people was unique. His devotion to the movement and selfless service to the cause of workers in getting them their rights with better terms of service from the Government has endeared him to the workers and this is his biggest strength that has made him a pillar to the P&T Trade Union movement. To devote 50 years of one’s life towards any social institution is by itself a record. K. Ramamurthy has in his 50 years of service made many sacrifices and stood firmly in defence of P&T workers. Shri K.L. Gupta, Ex-Member, JCM (AIRF) wrote about Shri K. Ramamurthy that “The white haired gentleman, with sweet and fluid spoken language is very much popular amongst members and the same is witnessed in the Staff Side meetings itself. He has got a very deep knowledge of rules regarding service conditions pertaining to P&T and Central Government Employees.” The Birth Centenary of K. Ramamurthy our great leader is celebrated throughout country. Every Circle has arranged various programme to focus on the life and work of our great leader in this year. Our Secretary General, Shri D. Theagarajan requested Shri Kapil Sibbal, Hon’ble Minister for IT & Communication for release of Stamp of Shri K. Ramamurthy by Postal Department in recognition of his yeomen service for the welfare of Postal Employees. Shri K.
